Rec Committee Minutes 6-25-2014
Minutes of the meeting of the Newbury Recreation Committee held on June 25th, 2014:

Attendance: Warren Manter, Chairman of the Newbury Recreation Committee; Rich Capolupo, Newbury Recreation Committee member; Diane Manter, Newbury Recreation Committee member; David Taylor, Recreation Committee Member, Rebecca Takesian, Newbury Recreation Committee member; John Marcolini, nominated new committee member.

The meeting began at 7:15pm.  Past meeting minutes were then approved.~

Diane Manter read an email which was sent to Stefano Franciosa, North Shore United and cc’d to Warren Manter from Corbin Flannery, Pentucket Lacrosse.  Mr. Flannery apologized for his behavior during the set up for the Memorial Day Lacrosse Tournament.

Warren Manter reported that the current Revolving Fund account balance is $40,967.  This year (calendar year) to date the NRC has collected $28,095 and has had expenditures totaling $19,478.32.  The anticipated income for the remainder of 2014 is $20,100.00 and the anticipated expenditures total $27,300.00 (Mowing 22-23 times = $14,300 / ELA contract balance $9,000 / Prep & seed $4,000).

Warren Manter gave update on status of field house, septic, and town meeting article for funds to finish the field house on Manter Fields.  Warren Manter gave reviewed for committee and attendees how money was disbursed last year and what the projections were for upcoming season.  Stated committee would break even this year with balancing appropriations and expenditures.

Diane Manter made the motion to authorize Warren Manter or Rich Capolupo to approve invoices to be paid for materials and services rendered for maintenance and repairs to the fields (motioned by Diane Manter, seconded by David Taylor, approved by board members).  

Discussion on the Monday morning meeting that occurred between members of the recreation committee, town administrator, member of the board of selectmen, and members of CPA (Capital Planning Association) on plans to appropriate the funds to draw up plans to finish the field house took place.  CPA agreed to counsel the committee on how to come up with $60,000 to finish the septic system on Manter Fields.   Town Administrator said there is a town reserve fund she will counsel the committee on how to get access to by writing a request for the approximately $15,000 needed to secure the plans to finish the septic system.   

Motion to go through the process of going to the town’s fall meeting to seek funding to finish the septic system on Manter Fields for an amount not to exceed $60,000 as suggested and supported by the CPA (Capital Planning Association) (motioned by Manter, seconded by Capolupo, approved by board members).

Discussion on how to circulate petitions to support completion of the field house during the upcoming weekend’s Music and Arts Festival (Saturday, June 28th) took place.  Diane Manter offered to bring forms to be signed to the event on Saturday.

Discussion on resting fields in between use or patching fields occurred.  A discussion for a July reseeding took place.  Motion to spend up to $4,000 to prep and reseed isolated areas on Manter Fields (motioned by Rich Capolupo, seconded by David Taylor, approved by board members).

Discussion for user fees to be increased occurred.  Flat fee for field use offered as an alternative billing method.  Idea to pre-register fields offered.  Research on topic called for and discussion tabled to next meeting.  

Newbury Recreation Committee planned for Wednesday, July 23, at 7:00pm.

The meeting was adjourned at 8:26pm with a motion by Warren Manter that was seconded by
Rebecca Takesian, and approved by board members.
