Public Safety Site Selection Committee

Meeting Summary
Members present: Bob Connors, CPC, Tracy Blais, TA, Linda Allen, attending, Lt. John Lucy, Chief Reilly, Selectman Mike Bulgaris and Martha Taylor, Planner.
The committee had taken the NPD memo under advisement, each member was asked to consider/recommend potential sites to locate a new Police facility or combined public safety complex and report back with additional recommendations at the next regular meeting. No new site recommendations were presented and the committee discussed the need for establishing “Base line Criteria” for site selection review and prior to engaging the services of AIA professional specializing in public safety projects.
The following action items were discussed/identified:
- Chief Reilly, establish Newbury’s population adjusted for seasonal influx of tourists and Triton Regional School system and Governors Academy students, facility along with interstate highway impacts;
- Martha Taylor, Zoning review for municipal operations/public safety and possible zoning changes exempting municipal operations if needed;
- Water/Sewer availability and possible inter-municipal agreement with Newburyport for future public safety complex tie-in, fire protection necessity;
- Building Aesthetics to ensure that potential site selection will have a uniform standard of aesthetics for all areas throughout the complex and be site specific for the exterior with consideration to surrounding historic aesthetics if applicable;.
