Present:        Keith Grant, Sam Joslin, John Lucey, Jr., Eric Svahn, Martha Taylor, Curtis Walton (part-time)
Absent:         Tracy Blais, Rob Serino


Martha Taylor, Chair, called the meeting to order at 8:19 a.m.


GOAL AND PHASES OF THE PROJECT
GOAL:   To design and build a public safety complex for the Town of Newbury that will house the Newbury Police Department, Newbury Fire/Protection 2 and Emergency Management with space and resources to accommodate both agencies’ needs for the next 50 years while renovating the existing Town Hall building to better accommodate Town Hall services.

MEETING MINUTES

Motion: A motion was made by S. Joslin and seconded by K. Grant to approve the minutes of December 4, 2013 as written.  The motion passed unanimously.  C. Walton arrived after approval of the minutes.


BOARD OF FIRE ENGINEERS/FIRE COMPANY CONCERNS

  • None.

OLD BUSINESS / PENDING ACTION ITEMS

  • Negotiations:  S. Joslin reported that T. Blais is trying to schedule a second negotiation session between the Town and Protection #2 before Christmas.  A bank appraisal of the property still needs to be done.

  • Project Costs/Budget – FF & E:  K. Grant has prepared the FF & E list for the Fire Department.  J. Lucey is working on the list for the Police Department.  The two of them will meet to go over equipment and furnishings for spaces to be shared by both departments.
  • Public Outreach:  As a follow-up to the presentation to the Selectmen, the Committee discussed the possibility of making the presentation to Town Department Heads at the Monthly Managers Meeting, putting together a fact sheet, finding a PR person to help disseminate information about the project to residents, and meeting with the Finance Committee and the Capital Planning Committee.

On a motion made by S. Joslin and seconded by J. Lucey, the meeting was adjourned at 9:05.
