Members Present:   Kathleen Pearson, Chair; Linda McCamic; John O’Connell; John Weis
Members Absent:    David Powell; Arthur Costonis (Associate Member)
Staff Present:           Martha Taylor, Town Planner


Chairman Pearson called the meeting to order at 7:04 p.m.

A.      Meeting Minutes:

Motion:  A motion was made by J. Weis and seconded by J. O’Connell to approve the meeting minutes of March 21, 2012, as written.  The motion passed unanimously.

Motion:  A motion was made by J. Weis and seconded by J. O’Connell to approve the meeting minutes of April 4, 2012, as written.  The motion passed unanimously.

Motion:  A motion was made by J. Weis and seconded by J. O’Connell to approve the meeting minutes of April 18, 2012, as written.  The motion passed with three in favor (Pearson, O’Connell, and Weis) and one abstention (McCamic, who was not present at the April 18, 2012 meeting).

Motion:  A motion was made by J. Weis and seconded by J. O’Connell to approve the meeting minutes of May 2, 2012, as written.  The motion passed with three in favor (McCamic, O’Connell, and Weis) and one abstention (Pearson, who was not present at the May 2, 2012 meeting).

B.      Proposed Zoning Amendments for the Annual Town Meeting:

The Board reviewed and discussed the presentation which the Chair will make at Town Meeting regarding the proposed zoning amendments.

C.      Old Business:

  • Scotland Woods Conservation Restriction:  J. O’Connell reported that the Conservation Commission approved the Conservation Restriction for the Scotland Woods OSRD Open Space.
  • Scotland Woods Tripartite Agreement:
        Motion:  A motion was made by L. McCamic and seconded by J. O’Connell to approve the Fourth Amendment to the Tripartite Agreement for the Scotland Woods OSRD.  The motion passed unanimously.

  • Colby Village Certificate of Compliance:  J. O’Connell reported that the Conservation Commission voted to issue the Certificate of Compliance for the Colby Village OSRD.
D.      Subdivision Rules and Regulations Update:

Suggested revisions to Articles IV and V of the Subdivision Rules and Regulations were discussed.  The Board will continue discussion at the next meeting.

On a motion made by L. McCamic and seconded by J. O’Connell, the meeting was adjourned at 9:10 p.m.
