Chairman Pearson called the meeting to order at 7:02 p.m.
A. Meeting Minutes:
Motion: A motion was made by J. O’Connell and seconded by J. Weis to approve the meeting minutes of February 15, 22, and 29, 2012, as written. The motion passed unanimously.
B. Colby Lane – Road Acceptance Request:
M. Taylor reported that the Colby Village Condominium Association Trustees have submitted a letter to the Board of Selectmen requesting that the Town accept Colby Lane as a public way. Copies of the Road Acceptance Plan, deed, and associated materials have also been submitted. The request will be referred by the Selectmen to the Planning Board for a report and recommendation.
C. 29/31 Downfall Road Common Driveway Special Permit Decision:
The Board reviewed the draft “Planning Board Certificate of Approval of Common Driveway Special Permit” for 29-31 Downfall Road. One minor change was made.
Motion: A motion was made by J. Weis and seconded by J. O’Connell to approve the “Planning Board Certificate of Approval of Common Driveway Special Permit” for 29-31 Downfall Road as amended. The motion passed unanimously.
The Common Driveway plan was then endorsed.
D. Newbury Town Landing Improvements -- MEPA Site Visit:
J. O’Connell and M. Taylor reported on the site visit that was conducted on March 2, 2012, with respect to an Environmental Notification Form for proposed repair and renovations to the boat ramp, pier, float system, and harbormaster office at the Town Landing on Route 1A. J. O’Connell noted that the State’s representatives requested that the elevation of the pier be raised and that the Town consider grating rather than solid surface. M. Taylor noted that this approval is required in conjunction with the Chapter 91 Waterways Permit application.
E. Proposed Zoning Amendments:
The Board reviewed the final drafts of the proposed zoning amendments in preparation for the public hearing scheduled for March 21.
On a motion made by J. Weis and seconded by J. O’Connell, the meeting was adjourned at 9:24 p.m.
