MINUTES

Eric Svahn, Chair, called the meeting to order at 7:13 a.m.


  • Public Outreach:
  • Mission Statement/Press Release:  Development of the Municipal Building Committee mission statement and press release for The Daily News is pending.
  • Outreach to Other Town Boards and Committees:
The Committee discussed outreach to other Town Boards and Committees, in particular the Board of Selectmen, the Finance Committee, the Capital Planning Committee, and the Planning Board.  The presentation to the Board of Selectmen has been rescheduled to June 17.  E. Svahn will update the Selectmen on the Committee’s work to date, report on the current emergency repairs that are being done to the Police Station, and ask for decisions needed to move the project forward.

  • Program/Design/Budget:
  • Budget:  E. Svahn has reviewed the Police Department program and estimates that a new Police Facility containing 10,000 s.f. at $350.00/s.f. will cost approximately $3.5 million.  The Committee discussed parameters for the project – What is the minimum project?  What is the recommended project?  What is needed for accreditation and certification?  What are the anticipated growth of the Town and the related police staffing requirements?  What are the metrics regarding number of arrests, number of people who visit the station, etc.?
  • Design:  S. Joslin will direct CSS to develop two site plans for the project on the Town Hall site – one for an addition and one for an entirely new building – and conceptual first floor plans, based on square footages from the Public Safety Complex report, minus the program spaces for the Fire Department.  Any program elements that don’t fit in the “Addition” plan are to be identified.  J. Lucey noted that the lobby can be smaller than the one shown on the original public safety complex plan, since it will only serve the Police Department, but that a sizable training room is absolutely necessary.
  • Committee Membership:
The Committee discussed soliciting resident members from various areas and constituencies in Town, e.g. Byfield, Plum Island, Old Town, the PTA, and Seniors.

  • Presentation to Annual Town Meeting:
The Committee discussed the presentation to be made at the May 20 Annual Town Meeting.  The key points will be to introduce the Municipal Building Committee to the residents, briefly summarize the deficiencies which have been identified in the Police Facility, and discuss how those deficiencies impact police service to the residents.

On a motion made by J. Lucey and seconded by M. Taylor, the meeting was adjourned at 8:21 a.m.
