MINUTES

Present:        Eric Svahn, Chair; John Lucey, Jr.; Richard Ronder; Martha Taylor;
Excused:        Tracy Blais; Sam Joslin

Eric Svahn, Chair, called the meeting to order at 7:04 a.m.

  • Meeting Minutes:
E. Svahn recommended adding a line to the minutes of May 8, 2014 noting that he, T. Blais, S. Joslin, J. Lucey, and M. Taylor had all previously served on the Public Safety Complex Committee.

Motion:  A motion was made by M. Taylor and seconded by R. Ronder to approve the minutes of May 8, 2014 as amended.  The motion passed unanimously.

  • Public Outreach:
  • Police Station Video:  E. Svahn inquired about the progress of the video documenting the conditions at the Police Station, which was discussed by the former Public Safety Complex Committee.  J. Lucey said that production is in process.
  • Mission Statement/Press Release:  The Committee discussed the need to develop a mission statement and a press release for The Daily News regarding the Police Station and Town Hall deficiencies and the goals of the Municipal Building Committee.
  • Police Chief Reports:  E. Svahn said that he has reviewed the Police Chief’s reports from past years on the Police Department’s website and suggested that for public outreach purposes perhaps two updated reports could be created, one focusing on the facility and the other focusing on operations.  J. Lucey will follow up.
  • Police Department Inspection Report:  J. Lucey will provide a copy of the inspection report listing deficiencies in the facility.  He clarified the difference between State Certification and Federal Accreditation:  State Certification focuses primarily on policy-based issues, with some attention to facility issues, and Federal Accreditation focuses on the standards which a local police department should adhere to.  Being accredited would open the Department up to grant opportunities.  Any new facility should be built to accreditation standards.
  • Flyer:  The Committee discussed developing a flyer, to be available in the entry of the Police Department, regarding the Municipal Building Committee and the need for a new Police Department.
  • Committee Membership:
The Committee discussed expanding its membership to include at least one additional person, perhaps a PR/marketing person and/or a retired police officer.  It also discussed inviting a liaison from the Board of Selectmen.

  • Presentation to Annual Town Meeting:
The Committee discussed the presentation to be made at the May 20 Annual Town Meeting.  The key points will be to introduce the Municipal Building Committee to the residents, briefly summarize the deficiencies which have been identified in the Police Facility, and discuss how those deficiencies impact police service to the residents.

On a motion made by M. Taylor and seconded by J. Lucey, the meeting was adjourned at 8:07 a.m.
