Meeting Minutes
Thursday, December 10, 2015
Call to Order at 7:10 with the Pledge of Allegiance
A regular monthly meeting of the Newbury Historical Commission was held at the Newbury Town Hall.
Members present: Channing Howard, Nancy Thurlow, Jan Forrest, and Lon Hachmeister
Members absent: Sue Nagle, and Eva Jackman
Special Guests:  Don Jarvis and Laurie Short Jarvis
Approval of Minutes:   The minutes of the November 2015 meeting were presented.  A motion was made to table the vote for next meeting, as we do not have a majority (Nancy was absent from the November meeting).    
CORRESPONDENCE:   
  • E-mail from Rebecca Fuller re:  27 Main St.  Inquiry regarding interior changes to building.  Response:  No problem unless demo if buildings was the reply sent
  • E-mail from Steve Kenny, owner of 280 High Rd, requesting to be present at the next meeting.  Response was sent inviting him to the January 2016 meeting.
  • E-mail from Susan Noyes, IT Dept., requesting any photos we would have to put up on the new Town website she is working on.
  • E-mail from Leslie Haley, Town Clerk, notifying us that a photo album was dropped off at the Town Hall.  Jan collected the album and brought it to the meeting.  
  • E-mail from Ramake & Associates regarding telecommunication project.  No response needed.
  • E-mail from Marth Taylor sent to her from Dolores Person, Woodbridge School.  Inquiry was made regarding solar panels on the roof.  Martha directed Dolores to contact HC directly.  She attached a copy of the signed & recorded Preservation restriction.  No action taken at this time.
  • E-mail from Rebecca Piccirillo thanking us for information on the Pearson Tavern.  No Action

Committee Reports:   None
Old /continuing Business
  • Plaque for the School House in Chris’ memory.   We need to get the print done, a matted frame, and a few lines for the plaque.
  • NHC was going to purchase books for the library archives.  We need to check to see which historic Newbury books are missing from their collection.  Check the School house for booklets to reproduce. The decision on reproducing a booklet or pamphlet will be further discussed at a later date.  Need List from Eva when it is ready.
  • Question was raised about creating a Local Historic District around the Lower Green.  Can we change By-laws to protect the Town owned land?  Can we get this placed on the National Historic Register?
  • Question if we can get a Facebook account set up to supply information about the Town and the NHC.
  • Channing is reviewing check lists. We need a list to identify certain historic aspects of any house or building that may come up for DDB review.  This would include, but not be limited to:  Floorboards, foundations, fireplaces/mantels, lintels, doors, and windows.  
  • * We need to purchase archival Supplies are needed for pictures and documents.  They will also need to be scanned and have copies made.  Copies can be used for any requests and the original should be in sleeves.
  • 1635 website- Channing is continuing to work on getting the committee access to the 1635 website.  See 11/12/2015 minutes for details.
  • * We are going to purchase two (2) mannequins for the schoolhouse, a Teacher & a child.  The money will come from the special account; not to exceed $300.  This was voted on & approved at this meeting by all members present.
  • We need to find a way to keep track of any Demos that come up.

Old Business updates
  • (#7) Jan submitted markups for the 1635 website; tabs “About the Commission” & “1877 Lower Green SchoolHouse” for Channing to forward to Brendon.   Jan printed out a list of the books listed under the “Resources for Research”.   
  • (#2) Books to check the Library for:  Diary of Samuel Sewall and Byfield Mill by Paul Moody.
Discussions:  
  • Don Jarvis joined our meeting to talk about the preservation of Newbury’s cemeteries.  He would like the First Parish Burial ground to be on the National Registry.  The Cemetery is owned by the First Parish Church, so all matters must go through the membership.  Jan met him at Town Hall.  Leslie Haley, Town Clerk, unearthed a “book” of plot maps for all cemeteries.  Don made copies on the large scale printer.  One copy was given to NHC at the meeting.  The scanner/printer is black & white only, so we need to make colored copies (graves information is outline in Red ink) and also need download.  Don discussed his desire to raise funds to care for the cemeteries, particularly the Veteran’s graves.  The Town Cemetery Committee exists, but has been dormant for some time.  The suggestion was made to see if Don can reactivate the committee and perhaps find some new members.  
  • Laurie Short Jarvis was also present for the meeting and offered her assistance to the NHC for researching, etc.  She did not seem inclined to become an actual member, but is very willing to help with projects.  She has set up various Facebook pages in the past.
  • Channing would like to look into having the Fatherland Farm (Town Property) stone wall put on the Historic Register.  The wall is in disrepair and needs to have its balance restored.  This wall is near Manta field.

The next meeting of the Historical Commission will be on Thursday, January 14th at 7:00 at Town Hall.
The meeting was adjourned at 9:00 PM.
