Meeting Minutes
Thursday, november 12, 2015
Call to Order at 7:12 pm   with the Pledge of Allegiance
A regular monthly meeting of the Newbury Historical Commission was held at the Newbury Town Library.
Members present: Channing Howard, Sue Nagle, Jan Forrest, Eva Jackman and Lon Hachmeister
Members absent: Nancy Thurlow
Special Guests:  None
Approval of Minutes:   The minutes of the October 2015 meeting were presented.  A motion was made to accept, it was seconded, and the motion carried with a unanimous vote.  
CORRESPONDENCE:   
  • E-mail request for information on Pearson’s tavern by Rebecca Piccirillo.  Copy of the e-mail and the MACRIS report was handed out.

Old /continuing Business
  • Plaque for the School House in Chris’ memory.   We need to get the print done, a matted frame, and a few lines for the plaque.
  • We need to find the name of the group (?) that is in charge of the milestones & plaques on the old Bay State Road.
  • NHC was going to purchase books for the library archives.  We need to check to see which historic Newbury books are missing from their collection.  Check the School house for booklets to reproduce. The decision on reproducing a booklet or pamphlet will be further discussed at a later date.
  • Question was raised about creating a Local Historic District around the Lower Green.  Can we change By-laws to protect the Town owned land?  Can we get this placed on the National Historic Register?
  • Question if we can get a Facebook account set up to supply information about the Town and the NHC.
  • Channing is reviewing check lists. We need a list to identify certain historic aspects of any house or building that may come up for DDB review.  This would include, but not be limited to:  Floorboards, foundations, fireplaces/mantels, lintels, doors, and windows.

New Business
Channing is continuing to work on getting the committee access to the 1635 website.  He checked with Governor’s to see if any students can assist.  They do not do websites or much historical work.  They suggested we contact Gordon College or Salem State.  He spoke with Peter Quimby, PhD., Headmaster; Elain White, Academic Head; Sharon Slater, Archivist; William Quigley, Jr., History Professor.  He wrote Pure Heart about the Civil War in the North.
  • Jan handed out forms (as needed) to sign off on receipt of materials on a) Conflict of Interest and/or b) Open Meeting Law.  Signed copies were collected by Lon to bring to Leslie at Town Hall.
  • We are going to purchase two (2) mannequins for the schoolhouse, a Teacher & a child.  The money will come from the special account; not to exceed $300.  This was voted on & approved at this meeting by all members present.
  • Don Jarvis will be attending our next meeting to talk about the preservation of Newbury’s cemeteries.  He would like the First Parish Burial ground to be on the National Registry.  Jan met him at Town Hall.  Leslie Haley has found a “book” of plot maps for all cemeteries.  Don is going to make copies on the large scale printer and also download.  He will make a copy for the NHC.
  • Jan brought in several school registers from the Round School.  We agree to get the rest of these registers (no longer needed by the School system) and store them in the 1877 School House.  Some of these registers date back to the late 1800’s.  Jan will collect the rest and transfer to the Lower Green Schoolhouse.
  • Tracy Blais contacted Channing regarding the Larkin Snuff Mill items.  She wanted to know where they are stored.  They are supposed to be at the Transfer Station.
  • We need to find a way to keep track of any Demo that comes up.  
  • Eva gave us a copy of the Newburyport Preservation Trust House Plaque form to review for future requests.
  • We need to purchase archival Supplies are needed for pictures and documents.  They will also need to be scanned and have copies made.  Copies can be used for any requests and the original should be in sleeves.
Discussions:  
  • Eva will make a list of books available at the Library (in Archival room), to see which books we need to purchase.  Sarah Emery-Reminiscence would be a good one to have.   We decided that the Price book contains too many poems and not enough concrete history.  We will not be reprinting it.
  • 1635 website – updates.  Please review the site and give info to Jan on changes or corrections needed.  Jan will correlate all information.  Brandon can make minor changes for us now. We need someone with website expertise to effect changes on this site.  
  • A discussion was held on the Barton property on Cottage Road and possible sale, revocation of conservation restriction and possible subdivisions.  No real action can be taken until the present bid on the property is finalized or reject, and whether the Town decides to purchase the property if the bid falls through.
  • Channing presented information regarding the apple orchards in Byfield.  This included the Longfellow estate and Adams House orchards.  Some of these apple trees have been in existence for hundreds of years.
  • Channing would like to look into having the Fatherland Farm (Town Property) stone wall put on the Historic Register.  The wall is in disrepair and needs to have its balance restored.  This wall is near Manta field.
DDB discussion
  • Jan handed out copies of the conservation restriction on 280 High Road for review.  This is in reference to proposed demo of outbuildings and any new construction.
  • Jan handed out MCH Inventory lists.  The properties on these lists have already been submitted to the MHC for inclusion in the MACRIS system.  We need to go through the rest of the properties on Inventory forms and update as needed and submit to MHC.  This list should be compared with the list created from the Patriot systems on the Town of Newbury website.

The next meeting of the Historical Commission will be on Thursday, December 10th at 7:00
