Meeting Minutes

Call to Order:   7:09    with the Pledge of Allegiance
A regular monthly meeting of the Newbury Historical Commission was held at the Newbury Town Hall.

Members present: Channing Howard, Nancy Thurlow, Jan Forrest, Sue Nagle
Members absent: Lon Hachmeister and Eva Jackman

Approval of Minutes   The minutes of the January 2015 meeting were presented.  Nancy made a motion to accept.  Sue seconded.  The motion carried with a unanimous vote.

CORRESPONDENCE
  • Demo request received from Sam Joslin for 3 Tennys Court.  It is reported to be built in 1800.  The structure is not historically significant.  A Demo permit may be issued.  Jan made a motion to accept, Nancy seconded.  Motion carried with a unanimous vote.  Nancy will type up the appropriate letter to Sam Joslin and forward to Channing to sign and send to Sam Joslin.
  • E-mail for Sue Noyes on 1on1 (HC website) – Channing spoke to Caleb.  He has a friend who may be able to assist.  We need more information on costs, etc.  Nancy suggested we contact the Town reporter to say we are seeking a volunteer to help recreated the 1635.org website.  We should also contact Gordon College.  They have a specialty of scanning information.  They may have someone who can assist us with the 1635 web.

Committee Reports:   None

Old /continuing Business
  • Jan will type up the inventory of the School House taken in October.
  • Jan will get an inventory done of items stored in the Town Library when time permits.
  • Followed up with Sam Joslin about getting repairs done at the School.  The clapboard replacement will not be tackled until spring.  It appears, after a more thorough examination, that the problem is larger than first thought.
  • Sue Noyes is continuing to work on getting the committee access to the 1635 website.  We may have to hire someone to recreate the site.
  • A suggestion was made to talk about a Plaque for the School House in Chris’ memory in the near future.
  • Jan will try to verify properties on the town assessor’s website, Salem registry of deeds, and start reviewing records found in the Library.
  • Town Website:  Assessor’s info. was set up electronically in 1990.  Some of the information is not accurate as to “date built”.  We would have to contact the Assessor’s office to get background information on where the actually dates were acquired.
  • We need new members

Discussions:  
  • New member discussion was opened. Nancy suggested that we contact the Town Reporter to write up an article regarding the open seats on the Historical Commission.
  • Archival projects:  Sue Nagle got quotes from Zip Type on B& W aerial photos.  Scanning is $5 each and a disc can be created.  Prints are $3 each.  Sue will check if high resolution is available.  She will need to get the originals from the Schoolhouse when she can get access.  We also need to see if the town scanner/printer can be used to print them out.
  • Archival continued:  Jan will check with Leslie at the Clerk office to see if there is a list of the contents.  The Town has a budget of $1,800/year for document restoration/preservation. We need to find someone who can scan the old documents.  Gaylord is an archival supply company.  We can get supplies from this company to store documents and books.  Gordon College has a specialty of scanning documents, etc.  Nancy/Sue will check with the Clerk on using the Town’s scanning equipment.
New Business

  • Budget increase request for FYI 2016 addressed with the Town Accountant by Channing.  He requested our budget be increased $500.  The request was late for annual budget.
  • All minutes are now up to date on the town website.
  • Archival information needed to preserve papers, maps, etc. We need to get this going to ensure the funds are not withdrawn from our account.
  • Channing ordered a rubber stamp at Staples.  He will pick it up when ready.  
  • We need to get plastic holders for badges & lanyards.
  • We are going to need badges to identify us as Town representatives. Lon has volunteered to photo shop pictures (we must provide one) & laminate with the Town Logo.  Please try to get a photo to Lon as soon as possible.  The town has a new badge machine.  We need to present to Tracy Blais a reason we need identifying badges.
  • Lon sat with the new town accountant, Eileen Deveau, to sort out $ for the chimney.  We will follow up with Lon at the next meeting he is present.  
  • The accountant also has questions on the funds concerning Sue’s pin.  Sue stated that the last set of pins was donated and the money collected was to go to the “gift fund”.
  • Nancy was given items the Town “found”.  Nancy made a list, which was distributed.
  • We need to have multiple storage places:  CD’s-Schoolhouse; Website person; Town Hall.


DDB discussion
  • The “new” Demolition Sign off Sheet and Demo Permit was updated and forwarded to Sue/Sam Joselin.  They are now using the new forms.
  • Next section of the DDB that needs a check/information list is section 1.9 A & B.  Lon will work on this next.  This has been delayed due to Lon being sick.
  • Channing will work on Protocol for hearings, should they be necessary.
  • Martha Taylor has notified Chris Skelly of our desire to have a DDB workshop in this area.



Adjournment

The next meeting of the Historical Commission will be on Thursday, March 12, 2015 at 7:00 at Town Hall. The meeting was adjourned at 8:48 PM.
