North Reading Transportation (90 Hanover Street) – An RDA to place a rap immediately around existing building.  Representative Jack McQuilkin and the applicant John McCarthy were present for the hearing, and stated that Mr. McCarthy was in objection to the decision by the Commission on November 16th and is before us to propose another alternative.  The applicant would like to place rap down in the same proposed area/sf, in an effort to minimize dust and create a surface that is adequate for plowing.  He is willing to place a course binder material over the rap in the Spring of next year.  Chairman Packer stated that if over 15% of the lot was paved, they would need a special permit from the Selectmen.  The Commission was comfortable with this proposal.  There were neither abutters present nor anyone else who wanted to speak on this project.   A motion was requested with the following conditions for the Determination of Applicability (1) the amount of square footage, 21,520 outlined in the November 30, 2010 or 15% coverage, whichever is greater would be allowed (2) the binder surface to be placed over the rap would follow and be completed no later than July 31, 2011.  Mr. Hartnett made the first motion to accept and Mr. O’Connell made the second motion; all in favor.
