BOARD OF SELECTMEN
MINUTES

Date:           December 23, 2014

Present:        Chairman Geoffrey Walker, Selectmen, Chuck Bear and Damon Jespersen

Chairman, Geoffrey Walker, called the meeting to order at 7:00 p.m. with the salute to the flag.

Board and Committee Reports: No Board of Committee Reports

Citizen’s Concerns:  No citizen’s concerns

New Business:

E-mail correspondence addressed to the Board and received December 23, 2014 from Greg Murrer of TU Nor-East was read by Chairman Walker. Mr. Murrer notified the Board that due to the prospect of significant new grant opportunities that are expected to become available in April 2015, the TU Nor-East Restoration Committee would like to defer their December 23rd presentation regarding the availability of support and resources for the removal of the Larkin Dam, until the spring of 2015.

        Motion: A motion was made by Selectman Bear, seconded by Selectmen Jespersen and voted unanimously to approve the one-day Liquor License Applications for Byfield Community Arts Center for:

January 14, 2015 - Antique Auction from 3:00 to 8:00 p.m.
January 17, 2015 - Cat in the Cradle Coffee House, from 7:30 to 10:30 p.m.
January 24, 2015 - Lozal Lounge, from 7:30 – 10:30 p.m.

        Motion: A motion was made by Selectman Bear, seconded by Selectmen Jespersen and voted unanimously to approve the one-day Liquor License Application for Historic New England/Spencer Pierce Little Farm for Old
        Newbury Day in Conjunction with the Old Newbury Bonfire – Jan.10, 2015 from 4:00 – 9:00 p.m.

        Motion: A motion was made by Selectman Bear, seconded by Selectmen Jespersen and voted unanimously to approve all 2015 Business License Renewals as listed with Chairman Walker abstaining from voting on the   
        business license renewal of Josette Walker dba Josette’s Adz & Loom, 173 High Rd, General Business.

All correspondence was reviewed.

Minutes:

        Motion: A motion was made by Selectman Jespersen, seconded by Selectman Bear and voted unanimously to approve the minutes of the December 9, 2014 meeting as presented.  

Public Hearings:

        Motion: At 7:15 p.m. a motion was made by Chairman Walker, seconded by Selectman Jespersen and voted unanimously to open the Public Hearing for the petitions of National Grid.

The legal notice for a public hearing on National Grid petition, (plan #17935848), Old Rowley Road - National Grid proposes to replace Bay Ring poles previously petitioned for and installed with Ngrid solely owned poles #21 and #22 in order to provide electric service to 67 Old Rowley Road was read by Selectman Jespersen. John Butler of National Grid explained the project to the Board of Selectmen.

         Motion: A motion was made by Selectman Jespersen, seconded by Selectman Bear and voted unanimously to approve the plan as presented.

The legal notice for a public hearing on National Grid petition, (Plan #16987793), Green St – National Grid proposes to install 45’ of concrete encased 1-3” conduit and 1/0 secondary to HH1 for UG service to house 4, +/- 30’ of this conduit under the street. Stephanie Steeves of National Grid explained the project to the Board of Selectmen.

        Motion: A motion was made by Selectman Jespersen, seconded by Selectman Bear and voted unanimously to approve the plan as presented.

The legal notice for a public hearing on National Grid petition, (Plan #18055724),  Middle Rd –National Grid proposes to install a pole across from pole 88 Middle Rd. The new pole will be located on town property on the south east side of Middle Rd. and will be labeled 88-84. Stephanie Steeves of National Grid explained the project to the Board of Selectmen.
        Motion: A motion was made by Selectman Jespersen, seconded by Selectman Bear and        voted unanimously to approve the plan as presented.

        Motion: At 7:35 p.m. a motion was made by Selectman Jespersen, seconded by Selectman Bear and voted unanimously to close the Public Hearing.

Minutes:

        Motion: A motion was made by Selectman Jespersen, seconded by Selectman Bear and voted unanimously to approve the minutes of the December 9, 2014 meeting as presented. 

Warrants:

        Motion: A motion was made by Selectman Bear, seconded by Selectman Jespersen and voted unanimously to approve the Warrants as presented.  Warrants presented to the Board of Selectmen were signed.

Executive Session:  No Executive Session

Adjournment:

        Motion: At 7:39 p.m. a motion to adjourn was made by Selectman Bear, seconded by Selectman Jespersen and voted unanimously.
