BOARD OF SELECTMEN’S MEETING
MARCH 20, 2013

Chairman Story opened the meeting at 6:05 p.m.    In attendance were Selectmen Story, Bear, Walker and Town Administrator Tracy Blais.

Blais cited MGL Chapter 44 §31 which allows a town to carry a liability in excess of appropriation for emergency response, Fire, Police, etc in cases of natural disaster or emergency declaration which poses a threat to health or safety of persons or property, then only by majority vote of the Selectmen.   Payments incurred under this authority may be made by with written approval of the director, from any available fund.    Selectman Bear moved that pursuant to M.G.L. Chapter 44, section 31 the Board of Selectmen of Newbury vote to declare a local emergency.    The declaration relates to the major disaster occurring on Plum Island as a result of the Saturn Storm which began on March 7, 2013.    The damage sustained poses an immediate threat to the health and safety of both persons and property in this area.  The motion was seconded by Selectman Walker and voted by Story, Bear and Walker.   Blais will compile a tally for the Board.

A one-day liquor license was approved for the Triton Music Parents Association for an event at Governor’s Academy on Saturday, March 23, 2013 from 7-11 p.m. on a motion by Selectman Walker, seconded by Selectman Bear and voted by Walker, Bear and Story.   All necessary documentation is on file.

At 6:15 p.m. the meeting was adjourned on a motion by Selectman Bear, seconded by Selectman Walker and voted.
