BOARD OF SELECTMEN’S MEETING
MAY 28, 2013

Chairman Story opened the meeting at 7:00 p.m. with the pledge of allegiance to our flag.   In attendance were Selectmen Story, Bear, Bulgaris, Mountain, Walker and Town Administrator Tracy Blais.

TA Blais advised the she had spoken with Geordie Vining regarding parking on Parker Street for the Clipper City Rail Trail and there appears to not be any viable off-road alternatives.    He will resubmit a plan for the Selectmen’s review.

Next on the agenda was reorganization of the Board.    Selectman Bear moved to retain the same positions, seconded by Selectman Walker and voted unanimously.     Chairman Story noted that at the next meeting he would like to assign responsibilities to each member so that boards and committees have a liaison contact.

On the recommendation of the Conservation Commission Les Jones and James Cunningham were reappointed to the commission for three year terms on a motion by Selectman Bear, seconded by Selectman Bulgaris and voted unanimously.

On the recommendation of the Agricultural Committee Kathryn O’Brien, Matthew Kozazcki and John Nutile were reappointed to the committee for three year terms on a motion by Selectman Bear, seconded by Selectman Walker and voted unanimously.

The Board acknowledged the receipt of Comcast’s PEG Access Support payment in the amount of $26,492.90 for the period January through March 2013.

Selectman Mountain spoke on behalf of the Media Committee.   He advised the committee is considering a flat panel TV in Town Hall, possibly on the back wall, to show items such as cable programming, community calendars and slide shows related to Newbury.    The costs will be covered by our Comcast funds.  Wiring and connections must still be worked out, he noted.   Chairman Story stated he would also like to explore the installation of one in the Library and asked that Selectman Mountain to take this request back to his committee for consideration.

At the request of the Media Committee the following persons were reappointed to the committee:    Richard Hendrickson and David Mountain for a two year term, Alicia Greco, Mario Carnovale and Paul Daubitz for one year terms, on a motion by Selectman Bear, seconded by Selectman Walker and voted by Bear, Bulgaris, Story and Walker.    Selectman Mountain abstained from the vote.

A one-day liquor license was approved for the Byfield/Newbury Little League for a function at the Spencer-Peirce-Little Farm on June 9th from 2-5 p.m. on a motion by Selectman Bear, seconded by Selectman Walker and voted unanimously.     Tim Perry, President of the Little League thanked the Selectmen for their support and allowing use of the Upper Green ball field throughout the season.   He noted that currently there are 195-215 (numbers fluctuate) kids enrolled in the league with eight T-ball teams this year.

Chairman Story advised the confusion over the celebration for the Pearson Fields Conservation Restriction has been resolved.    Selectman Mountain noted that the snuff mill will be open for tours and he recommended this as a great chance to view the mill and the old equipment that is still in place there.

The minutes of the May 14th meeting were accepted as presented on a motion by Selectman Mountain, seconded by Selectman Walker and voted unanimously.

A notice from Comcast regarding public hearings to be held on their television rates was read and filed.    The hearing will take place at 1000 Washington Street, Boston on Wednesday, October 16th at 10 a.m.

A letter of thanks from Dick Cummings, Triton School Committee Member, for the town’s support of the Triton budget was read and filed.

Warrants were signed for TA Blais.

Selectman Mountain asked about the DEP site visit on Plum Island.     Chairman Story advised the report has not be written or submitted to date.    DEP has commented to Trout and Trout is taking these comments under consideration.    Mountain also asked about the FEMA grant applications.   Blais noted it is a long process.    The deadline is the end of August.    There are two properties interested in buyout and two in rebuilding at this time, she advised.    Applications go through Mike Reilly, then to MEMA and them to FEMA for final approval.   There is a total of approximately $3 million for all of Massachusetts.

Triton graduation representatives from the Board on Saturday, June 8th @ 11 a.m. will be Selectman Story, Bulgaris and Walker.    A RSVP will be forwarded to Kim Wright at Triton.

The meeting was adjourned at 7:30 p.m. on a motion by Selectman Bear, seconded by Selectman Walker and voted unanimously.
