BOARD OF SELECTMEN’S MEETING
MARCH 31, 2011


Chairman Story called the meeting to order at 9:07 a.m. with the pledge of allegiance to our flag.    In attendance were Selectmen Story, Bear, Keller, Walker and Acting TA Anthony Penski.   

Story advised that the purpose of the meeting was to discuss the employment agreement between the Town and Tracy Blais.     At the meeting of March 22nd it was voted to offer Ms. Blais the job of Town Administrator.     Story and Penski met with Ms. Blais on the 25th and negotiated the contract being discussed today.    Penski noted that this contract is very similar to Kostro’s contract, mirrors the benefits with one week less vacation time and the salary is frozen for a three year period.     The salary offer of $115K is in the budget, he advised.    She must follow State statute including certification as procurement officer.    Keller proposed offering $105K with no freeze and incentives for completing certain tasks such as implementing a capital building plan.    The two options were discussed with input and comments from the audience.
Selectman Bear called for a vote on the salary with a motion to offer the position at a salary of $115K, seconded by Selectman Walker and voted by Bear, Walker and Story.    Selectman Keller voted no.     Frank Remley, Chair of the Finance Committee noted that while this has been a healthy discussion, we need to decide what the right thing is for our Town.   Blais is someone of proven quality and we need to allow her to prove her worth.   Walker commented, we want a happy employee who is highly motivated to be here.     It was moved by Selectman Bear to appoint Tracy Blais as Town Administrator at a salary of $115K effective April 20, 2011 and to approve and sign the contract negotiated with her by Chairman Story of the Board of Selectmen, seconded by Selectman Walker and voted by Bear, Walker and Story.    Selectman Keller voted no.

The meeting was adjourned at 9:40 a.m. on a motion by Selectman Bear, seconded by Selectman Walker and voted unanimously.
