Board of Selectmen's Meeting Minutes 4/30/10
SELECTMEN/FINANCE COMMITTEE JOINT MEETING
APRIL 30, 2010

The meeting was opened by Chairman Joseph Story at 7 p.m. with the pledge of allegiance to our flag.   Present were Selectmen Story, Keller, Bulgaris, Russo and Walker; FinCom members Remley, Connors, Case, and Tenaglia and Town Administrator Chuck Kostro.

Story noted that this was a workshop to finalize the budget for the ATM warrant.    Remley asked for a consensus from the boards as to whether they wanted a balanced budget or deficit budget going into town meeting.   It was unanimously decided that the boards would work toward a balanced budget.    Story noted that the people don’t understand what a balanced budget means they only understand cuts in services.     Kostro delivered a 4/31 draft budget for the boards to review and adjust.   He advised we have to stop using our free cash to balance the budget and save it for capital projects or we will be right back where we were three or four years ago with no reserves.   Direction for the Town Government Study Committee, a possible over ride next year to restore services, and line item cuts were discussed.    The Selectmen’s salaries were continued at $3K each member, the reserve fund was reduced from $75 (FinCom recommendation) to $25K, the $15K for a consultant engineer was retained, lifeguards were removed but the lifeguard expense of $3K was retained for signage on the beach.    Any excess from changes will be added to the Reserve Fund for unforeseen expenses.    It was moved by Remley, seconded by Case and voted unanimously by the Finance Committee to adopt the budget as presented by Kostro with the addition of $10K to the Reserve Fund from Selectmen’s Salaries.     It was moved by Selectman Bulgaris, seconded by Selectman Russo and voted unanimously to accept the recommended budget approved by the Finance Committee for the ATM warrant.

The Finance Committee meeting was adjourned at 8:30 p.m. on a motion by Gene Case, seconded by Bob Connors and voted unanimously.     The Selectmen’s meeting was adjourned at 8:30 p.m. on a motion by Geoff Walker, seconded by Audi Keller and voted unanimously.
