Board of Selectmen Meeting October 2, 2009

Present: Joe Story, Chairman, Mike Bulgaris, Audrey Keller, Dr. Vince Russo
Meeting Opened: 11:48 am
Chairman Story opened the meeting stating that all except one property owner has signed the easement, causing a stumbling block. Chairman Story turned the explanation of the discussion with the Army Corp over to Selectmen Russo.
They just finished up a conference call with the Army Corp a few moments ago; the one owner owns two pieces of property; 58 & 60 Northern Blvd. They have signed the temporary easements for each property, but not the permanent easement to be maintained in perpetuity. The Town expressed to them that they are prepared to obtain the permanent easement by eminent domain. Dr. Russo then moved to instruct Town Counsel to represent Newbury in obtaining a permanent easement for 58 & 60 Northern Blvd. The expenses, information and prediction will be available at the meeting. This will cost the Town some money. Audrey Keller made the second motion, were in favor. Chairman Story went to the audience and asked if there were any questions. Ron Barrett of PITA felt that there are
1240 units on Plum Island being held hostage by one person; and he doesn’t agree with it. Peter Erickson shared that he was in favor of posed action by the Town, there will always be people who oppose actions for their own good. Doug Packer, Conservation Agent, stated that this really extends beyond one property owner; not only are there are 26 owners directly impacted, but also all of Plum Island and the infrastructure are impacted. Someone from the audience asked “How often the communication with the Army Corp will happen; Chairman Story stated that it will probably occur daily, thanks to Senator Tarr’s office. Alba Gouldthorpe wanted to thank everyone for caring. Selectmen Russo commented that this was a great example of the community coming together for the greater good; it’s about us not me. Donita Rardin thanked everyone for their generosity and grace, and as a result of this process she and her husband David have
met some wonderful neighbors and experienced true community. Chairman Story shared what someone said during this process; I am truly my brother’s keeper. Senator Tarr then shared a few words; let’s think about the good and the alliance that we have built. We will continue to use this strength to work together and find solutions. He extended a thank you for everyone’s efforts. Barbara Hopkinson also expressed her thanks, and asked if there was anything additional that the homeowners could do. Senator Tarr responded saying that the Army Corp deadline is at 3:00 pm this afternoon. Let’s continue to work towards the good for this deadline, we’ll let you know if help is needed.
Selectmen Russo motioned to adjourn. Mrs. Keller made the second motion, all in favor.
