          BOARD OF HEALTH MEETING
          November 18, 2014

Board Member Alba Gouldthorpe opened the meeting at 6:14 p.m. Present was Board Member Elaine Byrne.  Also present, Health Agent Deborah Rogers, and Health Inspector Virginia Bacon. Chairman Steve Fram was absent at this time.

51 CENTRAL STREET – Bob Grasso from ELS, requested the following variances:  1.) Reduction in groundwater separation to bottom of bed of soil absorption system from 4’ required to 2’ provided with Presby Treatment System. 2.) Percolation Test required in proposed leach area to soil lab analysis. It was moved by Elaine Byrne to approve the variances pending Deb Rogers’s review of the final revisions; it was seconded by Alba Gouldthorpe and voted unanimously.

104 PINE ISLAND ROAD – Homeowner Julie Siemasko, requested a variance for their existing tight tank due to a proposed new addition. Massachusetts Title 5 Regulations require a 10 feet separation from a tight tank to a foundation. The foundation for the proposed new addition will be a crawl space and the lot is limited to setbacks. Under the local upgrade approval the Board can approve a setback variance of an existing tight tank to a foundation. It was moved by Elaine Byrne to approve the variance from 10’ required to 7’; it was seconded by Alba Gouldthorpe and voted unanimously.

Steve Fram attended.

CDM – It was moved by Elaine Byrne to approve the Landfill Monitoring contract for FY14 and to advise the Chairman to sign the Massachusetts DEP application requesting the reduction in the landfill monitoring that was prepared by CDM; it was seconded by Alba Gouldthorpe and voted unanimously.

It was moved by Alba Gouldthorpe to close construction Dec. 1st and have all installations completed by Dec. 15th; it was seconded by Elaine Byrne and voted unanimously.

MINUTES OF MEETING- It was moved by Elaine Byrne to approve the minutes, for the October 14, 2014 meeting. The motion was seconded by Alba Gouldthorpe and voted unanimously.

The next meeting of the Board of Health will be on December 2, 2014 at
6:00 p.m.
