Minutes of Meeting for October 16, 2012
BOARD OF HEALTH MEETING
October 16, 2012

Chair Steve Fram opened the meeting at 6:00 p.m. Elaine Byrne, Alba Gouldthorpe, Health Agent Deborah Rogers, and Health Inspector Virginia Bacon also attended.

EEE Mosquito Risk Update- According to the National Weather Service there was a hard frost on October 12, 2012. Therefore, the risk of mosquito borne illness (EEE) should be virtually eliminated until next season. Steve Fram made an announcement that the outdoor ban has been removed;

Alba Gouldthorpe moved to accept the September 18, 2012 minutes as amended, seconded by Elaine Byrne and voted unanimously.

20 ORCHARD STREET – Bob Grasso requested the following variance for the property located at 20 Orchard Street; Reduction in groundwater separation to S.A.S. from 4’ required to 3’ provided.   It was moved by Elaine Byrne to accept the variance as submitted, seconded by Alba Gouldthorpe and voted unanimously.

78 GREEN STREET - Bob Grasso requested the following variance for the property located at 78 Green Street; Reduction in groundwater separation to S.A.S. from 4’ required to 3’ provided.   It was moved by Elaine Byrne to accept the variance as submitted with a 4” sleeve under driveway and schedule 80 PVC pipe, seconded by Alba Gouldthorpe and voted unanimously.

TRANSFER STATION BULKY ITEMS – Deborah Rogers updated the Board regarding the Transfer Station’s operation.  The new Transfer Station Employees are doing an excellent job keeping the transfer station clean and under control.  The residents have been adjusting much better to the enforced rules and regulations at the transfer station.

The Board discussed some of the bulky item fees and determined some of the prices need to be revised.  When a resident only has a couple pieces of wood, the minimum charged is the truck load price. In addition, the price for a grill size propane bottle is $5.00 and there is no price for a small propane bottle (for camping).  The board added a $3 fee for a 5 gallon bucket of wood or smaller and $1 for each small propane bottles to the transfer station fee list.
