                                                        BOARD OF HEALTH MEETING
June 19, 2012

Chair Alba Gouldthorpe opened the meeting at 6:00 p.m. Steve Fram, Health Agent Deborah Rogers, and Health Inspector Virginia Bacon also attended.  Elaine Byrne was absent.

Steve Fram moved to accept the May 22, 2012 minutes as amended, seconded by Alba Gouldthorpe and voted unanimously.  

160 ORCHARD STREET – Robert Grasso from Engineering Land Services is requesting the following variances for the property located at 160 Orchard Street.  1.) To reduce the required 4’ separation between the bottom of the soil absorption system and high groundwater elevation to 2’ provided.  2.) The soils were to wet to conduct a percolation test, therefore, a soil lab analysis was conducted. It was moved by Steve Fram to accept the variances as requested, seconded by Alba Gouldthorpe and voted unanimously.

It was moved by Steve Fram to re-appoint Deborah Rogers, Health Agent, and Virginia Bacon, Health Inspector for another 3 year term on the Board of Health, seconded by Alba Gouldthorpe and voted unanimously.

NEW TRANSFER STATION EMPLOYEE JOB DESCRIPTION – The Town of Newbury has an opening for two part-time positions for the Transfer Station Attendant.  This position reports to the Newbury Board of Health and is responsible for the acceptance of trash and recyclable material and general overall duties for the successful operation of the facility.  Duties include, but not limited to, assisting the public to recycle disposable materials, enforcing rules of the facility, and maintenance of the buildings and grounds.  Must be able to deal effectively with the public, and undertake all safety practices related to the operations of the Town’s Transfer Station.  Must be able to meet the physical demands of the position per the job description.  The hours for the position are one part timer at 16 hours and one at 17 hours at a base rate of $14.95 per hour.  The Board would all so like to have hoisting license is desirable.  

RE-ORGANIZE BOARD – Tracey Blais, Jeff Walker and Joe Story all came in to thank Alba for the past 10 years of being the chairman for the Board of Health.  Alba gave a speech of her time on the board as chairman and what she didn’t want to see happen on the Board of Health.  It was moved by Steve Fram to re-organize the board as follows: Steve Fram as Chairman, Elaine Byrne as Clerk and Alba Gouldthorpe as Member, seconded by Alba Gouldthorpe and voted unanimously.

The next meeting of the Board of Health will be on July 17, 2012
