February 24, 2015 Open Session Meeting Minutes
Present: Chairman Kelley, Mr. S. Wechsler, Ms. L. McCamic, Principal Assessor M. Branciforte
- The meeting opened at 6:00 p.m. Open and Executive Session Meeting Minutes from the February 3, 2015 meeting were approved and signed.
- Vision Vs. Patriot CAMA systems online PRC distributed to Chairman Kelley by Ms. McCamic. Board discussion comparing the two CAMA system cards. There are pro’s and con’s to each card. Chairman Kelley stated that Vision card seems less busy, easier to read. It also shows the last three sales vs. Patriot card where the information is more crowded on the page and less information is available. This information will be communicated to Patriot Properties. Issue will be revisited at a later date.
- Principal Assessor Concerns – 34 Newman Rd. currently has a Solar Exemption listed on the PRC for 10% off of the assessed value of the second building on that property, for 14 years starting with 2006. Principal Assessor Branciforte asked the BOA if they are aware of such an agreement with this property owner. She further explained that there is no such exemption approved by the state. The solar exemption should be reflected as follows: solar panels should be listed on the PRC, as an exempt value, if 100% of the energy produced is used on the property. If anything in excess of 100% is sold back to the grid, then the panels are no longer exempt. That is the ONLY EXEMPTION allowed by the state at this time. Principal Assessor Branciforte communicated this information to Ms. Mary Chick, owner of
34 Newman Road. It was Mrs. Chick who called the Assessors’ office to make sure her property assessment reflected the Solar exemption. Mr. Wechsler stated he will conduct further research as to why this discount is on this property. He seems to recall a conversation about this years ago. He asked Principal Assessor Branciforte to check with Town Clerk to see if an article was added to the town’s bylaws regarding such a solar exemption.
- Setting the next meeting date. The next meeting date will be March 10, 2015 at 6:00PM.
At 6:30 p.m. Chairman Kelley motioned to adjourn the open session. Ms. McCamic seconded the motion.
