Meeting Minutes


May 7, 2013


The meeting was opened at 6:00 p.m.


Present:          Peter Murphy, S. Wechsler and C. Keville
Chairman: B. Kelley

Old Business
        FY2014 Revaluation – Tom Dawley, Department of Revenue (DOR) sent an email.  He would like to inspect the oceanfront homes with the Deputy Commissioner on May 30, 2013.  After a brief discussion, Peter said he would meet with them.  Budd decided to go as well, so Carrie will post a meeting for that date at noontime.  
        
Normal Business:                                                                

  • Minutes – The minutes for April 23, 2013 were read and accepted.
  • Monthly Abatements – The April abatements were reviewed and accepted.
                
  • Public Participation Session     - Pauline Mahoney addressed the board regarding her assessment.  She stated that her secondary apartment was used for family purposes only.  The board reviewed a certification detail report of like properties in the same neighborhood codes.  Sandy motioned for Carrie to do an inspection.  Budd seconded the motion.  All were in favor.  Mrs. Mahoney will call to make an appointment.
        
  • ATB – Carrie notified the board that, with the help of the Mass Assessor’s Association, she was able to speak with a representative of Sprint Spectrum LLC.  The cases from 2004, 2005, 2006, and 2007 were previously withdrawn.   
  • RE & PP Abatements – Proposals for R51-9 and R47-46 were returned accepted.  Sandy motioned to grant the abatements.  Peter seconded the motion.  All were in favor.
  • Office work      - Carrie informed the board that a request has been sent to Kelley Ryan to change the back of the motor vehicle excise bill to the examples set in the DOR Informational Guideline Release 13-208 – March of 2013.
        The process for the abatements has recently been changing.  A copy of the Motor Vehicle & Trailer Excise Manual was reviewed.  On page 26 “Processing an Abatement” it states “Upon receipt of a certificate, a registrant may go to the tax collector to request a refund, if the excise has been paid, or to have the bill adjusted, if it has not.  The assessor’s office no longer adjusts excise bills.

  • Mail - A letter was received regarding Ginny Thompson’s contract.
A pot-luck cookout will be held on Tuesday May 14, 2013 at 12:30 p.m.

National Grid submitted estimates of taxable value and new growth for FY2014 for Essex Gas Company and Massachusetts Electric Company.  They were unable to meet their 60 day extension request.

        New Business:   
        D. Neal will come to speak with the assessors regarding his assessment on 5/14 at 6:15 p.m.

At 6:40 p.m. Budd motioned to adjourn the meeting.  Peter seconded the motion.  All were in favor.
