Meeting Minutes

April 9, 2013

The meeting was opened at 6:03 p.m.

Present:         E. Peter Murphy, S. Wechsler, C. Keville
Chairman: B. Kelley

Normal Business:                                                                

  • Minutes – The minutes for the April 2, 2013 meeting were read and accepted.             
  • Public Participation Session     - Kathleen Pearson asked to speak with the board regarding estimation of value for potential commercial/industrial development along Route 1.  She asked to resubmit the updated paperwork for a second estimate of value.  The changes involved the square foot area and three difference uses.  Budd will send the information to Wayne Peterson, Patriot Properties.  
        Peter asked for the discussion to end so the assessor’s meeting could continue.                         
  • RE & PP Abatements – Budd motioned to enter into executive session to consider real and personal property abatements. He noted the public meeting would continue after the close of the session.  Sandy seconded the motion.  The following roll call was taken: Budd – yes, Peter – yes, Sandy – yes.
The Executive Session closed and returned to the public meeting at 6:30 p.m.

  • Office work     
*Budd distributed a survey conducted at the Essex County Assessor’s Association meeting.  The survey asked questions regarding motor vehicle abatement process and procedures.  

*Budd notified the board that he attended a recent Finance Committee meeting to address questions regarding the tax impact of the six Plum Island houses that have been lost.  Some questions were referred to other departments most likely to have the answers.  He felt positive about the meeting and that the 301 million was not significant enough to cause a large burden to the taxpayers. The town budget is 1.18 billion.            
  • Mail – The expenditure report was reviewed.
Carrie asked Sandy to read a letter from Vale M. Van Doorne-Freeman to see if the letter inferred that no roll back tax was owed.  Sandy agreed the letter did infer this.  Carrie will respond to clarify this issue.

Carrie asked the board their opinion on a personal property bill for U04-37.  After discussion, the home is determined to be a primary residence for Russell W. Currier, Sr. and the account will be closed for FY2014.

Peter motioned to adjourn the meeting at 6:45 p.m.  Sandy seconded the motion.  All were in favor.
