Meeting Minutes
December 11, 2012
The meeting was opened at 6:05 p.m.

Old Business
- 27 Moody Street – update, State taking documents expected to be received by the state land dept. They have contacted Robert Grasso. – Robert Grasso addressed the board. He informed the board that he has spoken with the attorney from the state and was in agreement with the present mapping of the parcel. The Federal Government did a taking for Crane Pond and records of this are kept in Boston. The Federal Government later transferred ownership to the Commonwealth Fish and Game Division. It was discussed how these records not being at the Registry of Deeds could cause title issue. Sandy motioned for the parcel to be kept as is with no map change. Budd seconded the motion. All were in favor.
- 12 Maple Street – Ginny took the 12 Maple Street file home to review. She reported the title chain shown by the deeds. There remains confusion over a parcel being named as lot 3. Budd motioned to ask the Town Administrator to proceed with a title search to determine ownership for the FY2012 billing for Lot C and lot 3, respectively 12 and 10 Maple Street.
- R39-2 Ownership – warrants will be rescinded and ownership reverted back to Marcus, Christos. Carrie will pull deeds from Marcus for next week.
Normal Business:
- Minutes – The minutes for December 4, 2012 were read and accepted.
- Monthly Manager’s Meeting update - held 3rd Wednesday of each month, next 12/12/12.
- ATB – Loveday motion to dismiss filed – update motion hearing 12/10/12 11:00am – During the motion hearing the town was requested to resubmit the following:
- A corrected affidavit from the treasurer stating it was signed under the penalties of perjury.
- A corrected motion to dismiss with attention to details, i.e. Docket #
- A certificate of service.
Atty. Kelcourse was allowed to submit a letter of protest.
All documents were to be mailed by 12/12/2012. Carrie reported the paperwork was sent certified as of today 12/11/2012.

A personal property bill was not included in the value for FY2013 because the appropriate box was not checked in Patriot. The amount is $35.00. Peter motioned to include the bill in next year’s file and let the refund be made for FY2013. Sandy seconded the motion. All were in favor.
Address correction process – Carrie informed the board that the billing file will be completed this week. Deeds that come in after the file will be forwarded to Diane
for her discretion to pull the bills to send to the correct owner. Carrie will change the SoftRight file for the fourth quarter. Carrie also asked if, after the billing, a meeting be held to determine the best way to enter these addresses.
New Business:
Mapping - tabled
Peter asked the board members if they had seen that the condominiums at 57 A-F Southern Blvd. were on the market. He believed one was under agreement. He asked if the assessment could be changed to reflect that market price. Ginny responded, informing him that any sales from this year will be calculated into the values for the next fiscal year. He further inquired about the state of construction and how that factors in. Ginny told him that a percent complete at inspection is always done.
Peter asked about the properties recently sold on Newman Road. Ginny informed him that they will be assessed as of June 30, 2013 for physical inspection. The assessment date is January 1st. She thought it possible that foundations may have been in and/or rough framing.
Budd reiterated to all present that no future paperwork should come from the assessor’s office that resembles a bill.
Budd motioned to adjourn the meeting at 7:07 p.m. Peter seconded the motion. All were in favor.
Carrie informed the board that planning the budget for FY2014 needs to begin. A folder has been established for this purpose.
