Attending: Trustee David Allyn, Trustee Mary McHale, Parks and Recreation Commissioners Sheri Joy and Marcia Berry

The meeting was called to order by Bookkeeper David Allyn at 6:33pm.

Approval of Minutes

It was moved and seconded(D. Allyn/M. McHale) to approve the Minutes of March 28, 2009 as presented.  Passed unanimously.

New Business

The Trustees of the Trust Fund received a request by memo from Town Administrator April Whittaker for the amount of $1725.00 to come out of the Smitty Garden Trust for the cost of diesel, bus and driver for the summer trip portion of the Creative Kids Club summer program.  Only funds from the interest of the Smitty Garden Trust account may be spent.  A review of the bank statement showed that there was $4873.43 available as of December 31, 2008.

Parks and Recreation Commissioners Sheri Joy and Marcia Berry expressed concern about the commission not being advised of the request.  They were concerned also about the small amount of children that would benefit from the request as the Creative Kids Club is actually a town run day care program paid for by parents.  They questioned the stated amount of children that would benefit from the requested monies(18).  The Trustees were told that there had been a fee for the trips in the past.  Responding to a question by Trustee Allyn, Commissioner Joy stated that the funds would be put into the revolving fund.  The commission expends day care from a separate account under the revolving fund and that the Creative Kids program was to set up to pay for itself.

After much discussion, it was moved and seconded(M. McHale/D. Allyn) to table the decision on the request for funds from the Smitty Garden Trust for the Creative Kids program until we receive feedback from the Recreation Commission after their next meeting on May 21, 2009 at 6:30pm.Passed unanimously.


The Trustees of the Trust Fund received a request by memo from Town Administrator April Whittaker for the amount of $1000.00 for supplies for the pre-school program at the New Durham Elementary School.  Such monies would be used for crayons, paper, books, paint, crafts, learning toys, etc.  The request would be for school year 2009/2010.

The Trustees were told by Joy and Berry that the Parks and Recreation Commission was not advised of this request.  The Commissioners stated that this was a state sanctioned preschool program and not a recreation program.  The ages of the students were from 3 to 5.  The program had recently received a $2500 grant as a preschool and there was a possibility that it would not be continuing next year.

There was discussion between the Trustees whether this program fit the criteria of the Smitty Garden Trust, which states, “. . . to use the income for a recreation program for the children of New Durham. . .  I suggest that the New Durham Recreation Committee be consulted as to possible uses of the income, but I leave that to the sole discretion of the Trustees.  I also plan to use this income to be used for school age children.  It was moved and seconded(D. Allyn/M. McHale) to deny the request for $1000 because the program was an instructional preschool program not open to school age children and not a recreation program.  The Trustees believe it is a wonderful program they want to succeed and hope the preschool looks into other avenues for funding.


Old Business

It was moved and seconded(D. Allyn/M. McHale) to extend the application deadline for the Smitty Scholarship to June 15, 2009.  Trustee McHale volunteered to submit a press release to the Baysider.

        CRF Milfoil Treatment
        CRF Town Master Plan


It was moved and seconded(M. McHale/D. Allyn) to adjourn.  Passed unanimously.
