Meeting Minutes: March 31st 2009

Call to order: A scheduled meeting of the transfer station advisory committee was called to order by
John Sizemore at 7:05 PM.

Announcements:
Prior to the meeting Jim Federer notified the chairman he would not be attending this evening
meeting.

Approval of Minutes:
Meeting minutes of the March 17th meeting were approved by the committee without any
corrections.

Group Discussions:
Jim Cavan now continued the "Brainstorming" session from where it was left at the march 17th
meeting. This was the primary agenda and only agenda item. The group created four categories to
sort and refine & expand on the ideas from the March 17th meeting. An outline of the categorizing is
below.

1. Category 1 Efficiency Improvements
1. Improve Cardboard Handing Material Handling
        1. Change topic to include all material handling
        2. Transfer station satellites
        3. cardboard processing any improvements?
        4. increasing the number of windows
        5. Moving newspaper Gaylord to end of building when possible
        6. User Unloading
                1. Fast lane system
                2. Second set of Recycling windows
        7. Move Brush pit
        8. What would be a better use of transfer station land?
2. Transfer station staffing requirements adequate with reference to proposed operational
changes.
3. Safety study; create a at present "benchmark"
4. Kitty litter handling Research
        1. What it is composed of
        2. What other towns do with it
        3. Any alternative disposal methods
2. Category 2 Increased Services
1. Is fee system efficiency/fair
2. Expand capabilities of the resource room
3. Improve usefulness of scrap metal area for reuse
4. Evaluate curbside pick up
        1. Costs
        2. Benefits
        3. Savings
5. Public Paper Shredder
6. Trash/Recycling assistance for Elderly/Handicapped
7. Evaluate "Pay as you Go" System
        1. Benefits
        2. Disadvantages
        3. Costs
8. Subsidize pick up services for tax payers
3. Category 3 Site Improvements
1. Create Plan for Transfer station entrance/exit
2. Run study to improve human/vehicle traffic
3. Run study to determine if current location of transfer station is suited for growth
4. Category 4 Communication
1. Revise ( if necessary) the Transfer station mission statement
2. Post names & duties for transfer station crew
3. Assistance for New Boston Bulletin to profile transfer station crew
4. Determine why people don't use the transfer station
        1. Why use private dumpsters?
        2. Why use p/u service?
        3. What are the reasons for non-compliance to recycling rules
                1. Don't want to separate

                3. Too difficult to separate
        4. Create survey on town website
        5. Add survey to New Boston Bulletin
        6. Create mail survey
        7. Informational booth @ 4 th of July
Action Items:
1. Kevin St.John to research how other towns are handling kitty liter disposal.
2. Joe Constance to create draft survey questions on transfer station

Exact date is to be determined, but will be the week of April 12th.
