MINUTES

Meeting was called to order at 9AM by Selectmen Chair Christine Quirk. The purpose of the meeting was to meet with the Road Agent and review to what degree he planned to use town forces to assist with the repair of the large culvert on Lyndeborough Road that blew out during the March 14 weekend rainstorm.

The bid sheet for the job was made available to the Board. It is expected there will be 4-5 bidders. John noted that the specifications for the bridge were not yet back from Michie Corp and the bidders really needed those before committing to a firm number. It was agreed the deadline of Monday, April 26 would be extended at least to Monday, May 3 at 4PM subject to the specs being available within the next few days. These same specs are also needed by DES before they can process our approval from their office to move ahead with the project.

This project will primarily be completed by an independent contractor the Town selects. Brush removal will be done by John Brown and paid for by FEMA funds. Most all the other work will be done by the contractor chosen. Town forces plan to remove the old guardrail. John wants to save this for future guardrail repairs. He expects this will take our guys around 2-3 hours to do. Discussion took place about use of the town loader. John has agreed to make the machine available at the pit for use on this project. He does not foresee it being needed somewhere else during this time. Whether a town employee or the contractor’s truck driver operates it to load a truck will depend. John assured the Board an employee would not be assigned to stay with the machine for any extended period of time.

A few minutes was taken to go over a list Lee Brown had presented to the Board at their meeting on Monday. Lee had already gone over with John what the Board had said so there was minimal discussion.

Dwight asked John if there would be any problem with placing a town logo emblem on his pick-up. John said he thought he had one at the shop and would put it on.

True spring grading has not started yet. The sides of the roads are still too wet but they have been out on the worst gravel roads to smooth them up.

John is considering switching to calcium flakes for dust control on the gravel roads in 2010 instead of paying a company to spray liquid calcium.  He feels it will be just as effective and will be cheaper as we can apply the flakes after the road is graded but before we roll it.
