Selectmen's Meeting
January 4, 2010


PRESENT:                Rodney Towne            Selectman

A.  CALL TO ORDER:  A regular meeting of the Board of Selectmen was called to order by Christine Quirk at 7:00PM beginning with the Pledge of Allegiance.   

B.  PUBLIC COMMENT:    None.

C.  APPOINTMENTS:

        1.  7:00 PM             Chris Krajenka                  Police Department

Police Chief Chris Krajenka was present to meet with the Selectmen to discuss issues at the Police Department.
  • Sergeant Kochanek resigned as of today.  He will use vacation time for the remainder of his employment.  He usually handles the DARE program for the Department.  Chris called Maureen at the state police DARE program and they will send an officer to cover this year for New Boston.  Justin will train to be the New Boston DARE officer next year.  
  • The Department has been working over the past three years to achieve accreditation from CALEA.  The facility improvements are done and proof of compliance folders were half done.  Now CALEA has changed the way they want the folders done.  Now that Sergeant Kochanek is gone that would leave only Chris and Corporal Rick Widener to do the CALEA duties.  Chris would love to be accredited but feels the preparation would put undue stress on their workload and he recommends the town suspend working toward the program for now, as the stress is not worth the minimal financial gain to the department of being accredited.  The department has been keeping up with accreditation standards and running the department as if they are accredited.  He also suggested taking the money they have been using for accreditation and putting it toward the state accreditation.  This may be done in the future, but for now, accreditation is on hold.
Move to enter Non-Public Session: Rodney made a motion to go into Non-Public session per RSA 91-A:3II(c) at 7:10 PM.   Christine seconded the motion.  All were in favor.

Move to exit Non-Public Session:   Christine made a motion to exit Non-Public Session at  7:55 PM.  Rodney seconded the motion.  All were in favor.



D.  APPROVAL OF MINUTES:

Minutes of December 28, 2009 - The Selectmen reviewed the minutes.  Corrections were noted.  Rodney moved that they be accepted as amended.   Christine seconded the motion.  All were in favor.  

E.  OLD BUSINESS:

        1. Planning:  Deferred, as David was absent and unable to report.
2. Ambulance Billing Presentation at FD 1/11/10 at 7:00 PM-This meeting will take place.
3. Town Hall Renovations Meeting 1/11/10 at 9:00 AM-The grant proposal is coming out January 8.  This meeting will take place to discuss how the town can combine town hall renovations and energy improvements.  

F.  NEW BUSINESS:

1. Public Budget Hearing Procedure-The meeting will take place at the next Selectmen’s meeting January 19.  Town Moderator Lee Nyquist was asked to attend to review the upcoming Deliberative Session.
2. Development of Town Warrant-All Warrant Articles have been written.  Burton sent the applicable Warrant Articles to the individual departments to write the explanations.  He will then send all the information to Sandra at the DRA to make sure it is legally written.  The Warrant has to be posted by January 25 and cannot be amended until the Deliberative Session.  A petition warrant request has been received from Frank Partin.
3. Opertating Budget Topics-The budget allocations were reviewed.
4. Vacation Carry-Over Letter-The proposed letter to employees regarding vacation carryover requests was read aloud.  This issue will be brought to the Department Managers at their meeting next Wednesday.

G. OTHER:  

The Selectmen considered a request from Tax Collector Anne Charbonneau to grant an elderly exemption to Marjorie Bourget although she did not apply for one this year.  Selectmen secretaries Linda Sizemore and Kim Burkhamer were asked what they did this year to remind people to apply for exemptions.  They said they send letters and called to follow up to remind residents to apply.  The Selectmen decided not to grant the request as it came in too late in the year and after the tax rate had been set.

H.  PUBLIC COMMENT:  No comments at this time.  
 
I.  ADJOURNMENT:    Rodney made a motion to adjourn the meeting at 8:32 PM.  Christine seconded the motion.  All were in favor.
