Selectmen's Meeting
October 22, 2007

A.  CALL TO ORDER:  A regular meeting of the Board of Selectmen was called to order by Christine Quirk at 7:00PM beginning with the Pledge of Allegiance.   

B.  PUBLIC COMMENT:  No public comments were made at this time.    

C.  APPOINTMENTS:

        1.  7:00 PM             Hoyle Tanner            Lyndeborough Road Bridge

Chris Mulleavey, Todd Clark and Matt Low from Hoyle Tanner were present to interview with the Selectmen, Road Agent John Riendeau and Tom Miller from the Road Committee on their ideas for repair of the Lyndeborough Road bridge in 2009.  The bridge will be closed during construction with a detour route.  Construction is expected to be completed before school starts in fall 2009.  Replacement is being done using the NH DOT bridge aid program that shares costs on an 80/20 state/town basis.  They proposed three alternatives for changes to the bridge.  The first idea is a longer bridge (80 feet) where the existing substructure would be left as retaining walls as it cannot be supporting walls.  The new bridge would be 2 lanes.  They showed different beam styles to the Selectmen.  If the town decides to use a timber frame style they recommend using a pavement reinforcement material.  The second option they presented was an 88-foot long conspan bridge.  The third option was an 80-foot long pre-fabricated steel truss.  This would get traffic moving again on the bridge sooner but would sustain more wear and tear due to winter road maintenance.  Hoyle and Tanner presented three alternatives to improve/widen the roadway surrounding the bridge to gain more sight distance to the bridge on the Misty Meadow Road side.  They recommend a T intersection with stop signs.  Utility pole relocation will be needed for the project.  They have designed the road to meet 30 mile per hour standards.  Private property easements may be necessary.  They will coordinate with agencies for the necessary permits.  Hoyle Tanner is a full service firm that works on a project from start to finish including borings and construction and provide a part time construction engineer on site and hire testers to test the pavement.

        2.  7:30 PM             CLD                     Lyndeborough Road Bridge

Chris Beam, John Byatt and Dan Hudson from CLD were present to interview with the Selectmen, Road Agent John Riendeau and Tom Miller from the Road Committee on their ideas for repair of the Lyndeborough Road bridge in 2009.  The bridge will be closed during construction with a detour route.  Construction is expected to be completed before school starts in fall 2009.  CLD proposed a 2-lane timber bridge on abutments to keep the rural feel in the area.  Estimated cost for this is $122,000 delivered.  Timber rails could have a different finish if desired.  Other options are steel, concrete or a pre-cast arch (conspan).  Road Agent John Riendeau wants to avoid using a steel design.  They still need to test the current abutments and do some water rise calculations.  They propose no major roadway changes because of the location of abutting properties, a driveway and utility poles.  Easements are a possibility.  They suggest thinning vegetation as you approach the bridge for better sight distance.  If the contract is awarded to them they plan to advertise for bids in January 2009.  They will coordinate with agencies for the necessary permits.  They are also a full service firm that works on a project from start to finish including borings and construction.  

3.                        John Riendeau         Road Agent

John is still working with DES to get the permits for Bog Brook Road.  The Selectmen offered to visit DES if necessary to get the permits.

        4.                      Chief Krajenka          Police Department

D.  Move to enter Non-Public Session: Gordon made a motion to go into Non-Public session per RSA 91-A:3II(a) at 8:22 PM.   David seconded the motion.  All were in favor.

E.  Move to exit Non-Public Session:  Gordon made a motion to exit Non-Public Session at 8:40 PM.  David seconded the motion.  All were in favor.

F.  APPROVAL OF MINUTES:

1.      Minutes of October 15, 2007 - The Selectmen deferred review of the minutes to the next meeting.  
2.      Non-Public Minutes of October 15, 2007 - The Selectmen deferred review of the minutes to the next meeting.  

G.  OLD BUSINESS:
1.         Planning:  deferred
2.          Survey-The employees are meeting Wednesday to update each other on each committee’s progress.  Fred Hayes will attend next week’s Selectmen’s meeting.
3.           Context Sensitive Solutions Meeting-deferred.

H.  NEW BUSINESS:

1.          Gravel Pit Use-deferred.
2.    Saunders Hill Cemetery-deferred.

K.  ADJOURNMENT:   Gordon made a motion to adjourn the meeting at 8:49 PM.  David seconded the motion.  All were in favor.
