Selectmen's Meeting
October 2, 2006

A.  CALL TO ORDER:  A regular meeting of the Board of Selectmen was called to order by David Woodbury at 7:00PM beginning with the Pledge of Allegiance.   

B.  PUBLIC COMMENT:  

Bob Todd was present to make the Selectmen aware of a missing boundary marker, which he showed the location of on map 3 at the northwest corner of 79 Riverdale Road where the old riverbed crosses.  This is a boundary common with Goffstown.  He said the marker was there 10 years ago when he surveyed there so he does have the angles and distances to get it replaced.  The Selectmen will research what was there when the town boundary was confirmed a few years ago.

Bob said tax maps were first used in New Boston in 1977.  Compton French could have been in charge at the time.  Bob said they didn’t do any deed research at the time and a property only became 2 lots when bisected by a road if the owner told them it was 2 lots.  He said it has been a practice of the town that if a lot is bisected by a road and it is on one deed it is 1 lot not 2 lots.  He suggested the Selectmen review the zoning ordinance.

C.  APPOINTMENTS:

        None.

D.  APPROVAL OF MINUTES:

        1.  Minutes of September 18, 2006 - The Selectmen reviewed the minutes.  Corrections were noted.  Christine moved that they be accepted as amended.   Gordon seconded the motion.  All were in favor.  
2.       Non-Public Minutes of September 18, 2006 - The Selectmen reviewed the non-public minutes.  Gordon moved that they be accepted.   Christine seconded the motion.  All were in favor.

E.  OLD BUSINESS:
1.         Planning:  
·       Thibeault development-George Chadwick presented the new conceptual plan, which actually showed more proposed than before with 22 buildings totaling 81 units with community water.    The buildings will have 3-4 units each.  The development exits onto Byam Road.  1 driveway serving 2 buildings is a concern and might qualify as a road.  Cluster residential standards are being used in the plan.  The residents might consist of 55+ and affordable housing.  George said the units won’t be seen from the road and the new plan presents less impact on the land but more units are planned now than in the original plan.  An overlay district might be done for this but if it were, it wouldn’t be just for this area and would have to go to town vote.
·       Craig Heafield-Plans to open a stump dump and timber consolidation yard.
·       Kettle Lane/Salisbury Road-Duplex to condo conversion.
·       Doug Hill 136/Francestown Road and Christen Farm Road-Accepted as complete pending a construction estimate.  He is putting in sprinklers instead of a cistern.
·       Indian Falls-Sitewalk scheduled for next Tuesday to check the status of the road.
·       SHB Properties-The Browns have gone to an attorney who Burton spoke to last week.  The attorney is trying to work with SHB Properties about straightening out ownership of the triangle.  Gordon suggested the Selectmen write a letter to SHB Properties reminding them of what was agreed to at the last Selectmen’s meeting they attended and asking them to cooperate.  The Selectmen will also write to the Planning Board to inform them of what was discussed at that meeting.  Gordon will draft an outline of the note to the Planning Board.  The property contains large no disturb areas designated by the state for wildlife.
·       Interviews with the candidates for town consulting engineers will take place tomorrow night.
2.          Meeting Date for NH DOT-October 23 is not a good date for the NHDOT.  The meeting is expected to take 1.5 hours.  The Selectmen would prefer a meeting to take place on a Monday night when there is no regular Selectmen’s meeting scheduled.  Burton will try to get this scheduled for a date in November.

F.  NEW BUSINESS:

1.          3rd Quarter Financials-The Selectmen reviewed the third quarter financials, status of various warrant articles and encumbrances.  The Highway Department financials were discussed.  Next year’s block grant is expected to be used for paving Bog Road and installation of the box culvert.  This probably can’t be done this year because the DES permit is not in yet.  The portion of Bog Road that is paved will probably need to be shimmed at the same time.
2.          Tax Rate Preparation-Burton hopes this will be complete late this week.  Paula is reviewing the current land use tax penalties and Town Clerk Irene Baudreau is reviewing the motor vehicle amount.
3.      Status of 2006 Goals-The Selectmen reviewed the status of town projects listed on the Major 2006 Selectmen’s Goals document attached.
4.        Pest Control Proposal-A proposal was received from JP Chemical who would put mice traps in and check them monthly.  Otherwise DeCon or traps could be used.  Burton will talk to Eric about options.  Selectmen felt the mice problem could be handled without contracting a service.

G. OTHER:  

1.        Tom Manson was recruited for Trustee of the Trust Funds.  Fred Hayes will meet with him after the application has been received and he has been sworn in.
2.        Dave asked about the old ambulance as he was behind it one day as it was slowly traveling up the hill with a lot of smoke coming out of it.  There are no known maintenance issues at this time.
3.        The Fire Department tanker leak was fixed and it is now expected to last until the refurb date.  The problem was not as bad as they thought.
4.        Transfer Station update-The axle cost $5200 instead of $7800 but they were not able to use the old wheels.  The brush grinding took only 1 day and Transfer Station Manager Gerry Cornett is trying to get someone else to grind it in future years.  The reason for the landfill sloughs was discovered and remedied.

H.  NEW BUSINESS:
        3.  Salary Ranges-The Selectmen reviewed the town salary ranges.

J.  ADJOURNMENT:    Christine made a motion to adjourn the meeting at 10:00 PM.   Gordon seconded the motion.  All were in favor.
