August 22, 2005

A.  CALL TO ORDER:  A regular meeting of the Board of Selectmen was called to order by Gordon Carlstrom at 7:00PM beginning with the Pledge of Allegiance.   

B.  PUBLIC COMMENT:  No public comments were made at this time.    

C.  APPOINTMENTS:

1.  7:00 PM             John Riendeau   Road Agent  

John Riendeau was present to meet with the Selectmen to discuss the status of current projects that the Highway Department is working on.
·       The new Mack truck is in and has been taken to E.L. Sleeper.  They are starting to put on the truck dump body and the plow frames.
·       The sweeper has a new head gasket and is running.
·       John distributed to the Selectmen copies of bid sheets from CSSI ($102,404), Alan Brown ($115,645) and Bud Scott ($99,500) regarding the Bog Brook Road project.  Bud had the lowest bid.  John said that although Bud did a good job on the Twin Bridge project last year, he would work on the job and then pull out and then return.  This year Bud has even fewer employees and he does not own the equipment needed to do the project, he would have to rent it.  With Bog being a heavily traveled road, there is a need for the contractor to commit to it and do the work in as short a time as possible.  John would rather go with CSSI, the second lowest bidder.  One advantage to using Bud is he is available to start working right away.  John is not sure about the availability of CSSI but will check.  David moved that the Selectmen accept CSSI’s bid in the amount of $102,404 with the provision that work will commence on or before September 15, 2005 and if work doesn’t commence on or before that date, the Selectmen will revisit this issue.  Christine seconded the motion.  All were in favor.  The highway department still has some work to do in the next couple of weeks to get ready for this project.
·       The state was inspecting the culverts last week and told John that they are going to put the large culvert on Bog Brook Road on the red list.  It will have to be remediated next year.
·       The pavement and membrane on Howe Bridge needs to be fixed.  It doesn’t have the two inches of pavement as was specified in the original plans.  Pavement has been sliding from the big trucks having to slow down and stop for the stop sign.  There is also a big rock on Parker Road sticking up through the pavement which is a problem.  This will be fixed.
·       Meetinghouse Road is almost done; it just needs some curbing installed.
·       Lull Road is ground.  Culverts have been installed.  Gavel is being put down in preparation for pavement.
·       The Highway Department will be clearing brush on Bog Brook Road this week.
·       Asplundh will be in town cutting down some trees for PSNH soon.
·       Roadside mowing started today.
·       Irene Beaudreau spoke to Burton about water coming through her yard from a town culvert.  John thinks this is due to the extra water we got from the spring storms.  There probably is not much that can be done.
·       Catch basins on Thornton Road are filling up and will need to be cleared out before any more big storms occur.

D.  APPROVAL OF MINUTES:

1.      Minutes of August 8, 2005 - The Selectmen reviewed the minutes.  Corrections were noted.  David moved that they be accepted as amended.   Christine seconded the motion.  All were in favor.

E.  OLD BUSINESS:
1.         Planning:  
·       Many people were present at the last planning board meeting to be part of the discussion regarding revised driveway regulations.   A postcard sent to all residents had not accurately presented the changes and people were concerned.  This discussion was adjourned to take place at the school at another date and time.
·       Indian Falls, Boussiere Lot, Golden Oak and Dupuis Lot-They want to put more lots in.  A loop has to be created and they may need to make an alternate route to Bedford Road.
·       Jay Marden brought up that Open Space needs to be conserved for future use by the town.
·       Roger Dignard cancelled.
·       There was discussion about removing trees on designated scenic roads, as there are more power failures on those roads because of trees leaning on the wires.
2.           Town Hall Renovations-This was unresolved last year.  Burton asked the Selectmen if they want to put something about this on the CIP.  There are several alternatives including moving departments to another building, expanding the current town hall, or incorporating a conference room into the proposed Recreation building and move town offices into the conference room in the town hall.  More research is needed before the Selectmen make a decision on this.
3.          Simons Farm Road Numbering-A resident suggested naming the road “Lush Lane.”  The Selectmen suggested that John Bunting could go out there and walk the area and assign numbers.  He had suggested “Wheeler” or “Holt” as the road name.  The Selectmen prefer “Holt.”

F.  NEW BUSINESS:

1.          Junk Vehicles-Complaints have been made about the number of vehicles on Carl Chancey’s property.  There is a provision in the state statute about antique vehicles, which he has on the property.  It has not yet been determined that he is actually in violation of the statute.  Once it is determined he is in violation, town counsel Leslie Nixon may have to sort this out and develop a plan of action.
2.          Rumore Lot (Map 8 Lot 77&78)-Louis Rumore was present to meet with the Selectmen regarding his request for a variance to make this lot a buildable lot although it is of substandard size.  The pertinent deeds were read aloud and they seem to show that Mr. Rumore does not own the property.  He was not aware of this problem and will look into it.  Once it is determined he owns it, this will probably be an issue for the ZBA or the Planning Board.   
   
G. OTHER:  

1.        Police Ride-Along-Burton spoke with the police department who confirmed that the ride-along mentioned in the August 8, 2005 minutes did happen but it has been discontinued with this particular person.
2.        Transfer Station update-Gerry Cornett will be sending a list of names of people the Selectmen should send the recycling compliance letter to.  The oil tank outside the building has been moved.  The swap shop will be moved and the area will be converted to newspaper recycling at some point in the future.
3.        Burton will attend the free “Beginning Your Municipal Building Project” seminar.
4.        Burton is working on the finance committee meeting schedule for the fall, which was reviewed by the Selectmen.
5.        A revised revenue list for the year was reviewed by the Selectmen and will be sent to DRA.  Revenues were slightly higher than expected.
6.        The audit should be received any day.
7.        Forestry has suggested hiring John Ferguson to help out as a Yield Tax Consultant.  The Selectmen will look into this.

H.  PUBLIC COMMENT:  No comments at this time.  
 
I.  Move to Non-Public Session:   David made a motion to go into Non-Public session per RSA 91-A:3II(a) and (b) at 8:40 PM.   Christine seconded the motion.  All were in favor.

J.  ADJOURNMENT:   David made a motion to adjourn the meeting at 9:21PM.  Christine seconded the motion.  All were in favor.
