NEW BOSTON FORESTRY COMMITTEE
Minutes of meeting - April 3, 2006

ATTENDEES:~ Karl Heafield, Robert Todd, Tom Lazott, Tim Trimbur, Dave Allen, Kim DiPietro, Roger Noonan, Jonathan Brooks, Nancy Loddengaard

REVIEW OF MINUTES OF MARCH MEETING:~ Minutes were approved with one correction of eliminating sentence after Treasury amount.

TREASURER’S REPORT:~ $1363.78

OLD BUSINESS

Master Plan – Kim DiPietro
~ Kim reports that it was a positive meeting.~ The committee received the information from the Forestry Committee, but when they reviewed it, it didn’t appear as something they had written as it appeared disjointed.~ They did incorporate some of what the Forestry Committee had recommended.~ Kim volunteered to follow up on the results with Dave Ely.~ Karl will talk to him as well. Bob Todd is slated to speak on Natural Resources at the April 15 Master Plan meeting for the town, and he has been approved to talk on his own subject.~ He has not been asked to follow what was written in the Master Plan.~ Kim requested the State Forest Resource Management Plan, but has not received it.

NEW BUSINESS

Beaver Management (Colby & Siemeze) – Kim DiPietro
~ Kim had researched the beaver issue, and had discussed it with the Dodge family who are the abutters.~ The concern is if the dam breaks, the water would head down towards Middle Branch Road and the houses in that area. The Conservation Committee wrote a letter to Kim about their concerns about the beaver dam. Roger mentioned there is an agency USDA/APHIS/ADC that addresses animal damage control.~ The discussion continued on installing a culvert to slowly drop the level of the water.~ It would need to be lowered in stages.~ Kim will contact the USDA agency, and talk to the involved parties, submit pictures, and the situation to the committee.~ Nancy, Kim, and Tim to meet Saturday 9 am to review the situation, and Kim will contact Jon Nute, and other interested parties.

Marvell Windstorm Damage – Bob Todd
~ There was damage to the Red Pine plantation reported by Jon Nute, and a request was made to do an early timbur harvest.~ Almost half of the red pine were blown down or tipped.~ The committee moved to put the letter from Jon Nute re: recommendation to address the wind damage into the Easement file. The Committee voted in favor of the recommendations made by Jon Nute to address the windstorm damage.

Intents to cut
~ Six intents to cut were reviewed.~ Tim Trimbur asked if the committee ever got final reports on the cuts, and at present, we do not.~ The Follansbee cut was discussed.~ Jon Brooks reported there were some large open areas.~ There are no laws against clear cutting, and Bob Todd reported that the soil was not unstable as he had been up there as well.

Forestry Website
~Tom Lazott noted that the site was not up to date in the minutes or the officers.~ Nancy Loddengaard to address this with Kim Burkhammer to be sure she has been receiving the minutes. Tom Lazott to forward the March minutes to Nancy to correct and send to Kim.

Letter from Selectman
~ Jon Brooks gave Karl Heafield the letter he sent to the selectman regarding the test site on the Lydia Dodge Lot.~ He will bring the response from the selectman to the file as well.

Transfer Station Request – Karl Heafield
~ Karl Heafield shared with the committee that Lee Brown from the Recreation Committee was coming today to discuss a request from Gerry Cornet. They propose thinning trees inside and on the west side of the Transfer Station in the Lydia Dodge Lot West to reduce ice on the driveway in the winter. They were also thinking the trees may be of some value for the grandstand project.~ Several members of the committee had reviewed the proposed cuts inside and outside the Transfer Station, and did not feel that there was much value to the trees outside the Transfer Station, that cutting trees to the west of the driveway would not make a big impact on ice formation, felt it would not be aesthetic, and the impact on the surrounding area would be excessive.
~~~ Lee Brown joined us later in the meeting and said there was a meeting for next Tuesday at 5:30 to walk and view the trees proposed for the cut.~ They were going to make a cut list for the present ballfield, the new practice area, as well as inside and outside the Transfer Station.~ They may not cut the practice ballfield until the summer.~ They would like someone from the Forestry Committee to be there and discuss the guidelines for the cut.~ Karl Heafield will attend. There was also a discussion of having a Bandsaw Day maybe in the next two months.
~ After Lee Brown left the metting there was further discussion, and in response to the request, all voted in favor of a motion to maintain our present management plan of the Lydia Dodge Lot.
