Conservation Commission Minutes of April 2, 2009

Treasurer’s Report:

Minutes: Motion made and seconded to accept the minutes from the last two meetings

Motion made and seconded to pay bill of $3,900 for services of land appraisal for a potential open space purchase.

Twin Bridge Dredge and Fill – Betsey to send letter to Planning Board, table further discussion until after presentation.

Discussion on Thibeault land – table further discussion until next meeting, on April 6th at 4:00 PM.  Burkhamer to post.

Signage for Conservation Areas – quote for signs was discussed.  Motion made and seconded to have 5 signs made in a rectangle shape with town seal branded on the sign – 2 for the Lyndeborough Road and 2 for the Saunders Pasture and 1 Joe Nangle trail sign.  Branding Iron will be property of Conservation Commission.  

Dredge and Fill 014-061 for Tracy Maynard, – this is for a pond to be put on the property.  Dodge and Tupper did the on-site. Pond will be approximately 22 feet deep and will be stocked with trout, they will leave trees for riparian cover, and the wetland area will have a buffer. Discussion on changing ecosystem already in place by inserting this pond, disrupting and/or destroying habitat that is established.  Vote on signing off on the Dredge and Fill - 3 ayes, 1 nay, and 2 abstains.

Tracking Station – Wilson went to presentation, starting another round of ordinance detonation, might have to draw the pond down.  Will keep us appraised.

McGlauflin subdivision – Mason Drive – Preliminary plans – no issues.

Aksten subdivision – Pine Road – Preliminary plans – property has slopes and could have potential of run-off and erosion, bring up at Planning Board meeting.

Henault – Byam Road – issues with CUP being granted – this area has been clear cut and stumped, wetland area has been filled and stream re-routed, no Dredge and Fill applied for.  Wilson will write to DES – Erik Scoglund with these concerns and include plan (from subdivision), which shows the wetland area, also to CC the Planning Board.

Brochures distributed – UNH Wetland Assessment Materials and DES Annual Drinking Water Source Protection
Mill Pond – will be clearing and cleaning up around the Ice House foundation.

Wilson passed out email from Fish and Game – for discussion later.

Twin Bridge Land Management – Presentation

This is the phase II proposal of 75 acres with 25 lots, two parent lots (2-62-12 and 3-5) with a proposed road of 4400 feet and a 500-foot cul de sac off the main road.
There are 3 wetland crossings – with the 3rd being an intermittent stream.  A conceptual meeting is scheduled with the Planning Board for the 14th.  While there is still snow on the ground, an on site could be scheduled soon.  This presentation is the worst-case scenario.  This meeting is to work on protection and buffers and setbacks.
Discussion on vernal pools in the area – none flagged – none known.
Discussion on the natural high water mark and how to make certain that it can be used due to lack of natural planting on site.
Concerns about the floodplain, erosion, impervious surfaces, pesticides and other pollutants were raised.
Discussion on cluster-zoning ordinance, and use in this area as one of the parent lots is zoned “RA” and therefore can be a cluster subdivision.  Since this lot was 3-5, the cluster could bring the lots away from the river, proving a better buffer.  
Density concerns were raised – too many lots, too close to river, wildlife areas – will have a big impact in a negative way – ways of mitigation were raised.
Discussion on a 250-foot easement all along the river.
Discussion on Wildlife corridors and natural resources of the area.
AoT and other state permits will be necessary, they state they are not removing gravel, will have to make some sites more level – maybe give the material to the Town.

Comments, concerns and questions from the audience regarding the proposed subdivision were asked and answered.
