Ian McSweeney to present on land purchases

Minutes – accepted as written

Middle Branch Footbridge Proposal – discussion started, then tabled to later, for land purchase presentation.

Ian McSweeney – land purchase for Ken Lombard – Open Space Committee

        Thibeault – has met with agent for Thibeault.  Interest in the purchase from several entities; the intent is to move forward, towards a contract.

        deRoetth – Colburn property does qualify for the F & R funding program.  Contract has been sent out to Mr. DeRoetth for review of wording.  Will meet with both deRoetth and his realtor to finalize.

Old Business –

Twin Bridge – Proposed subdivision
        The agent, Steve Dunbar, has left employment.  Planning Board is asking for information.  Plan D, given tentative approval by the Conservation Commission, is the only plan that they have seen and then only as a conceptual.  We received notification from DES, of impending permit with “shoreland impact” of 94,000+ sq feet, with a raod way and bio-retention area.  Could be for a through road, instead of the longer cul – de – sac design.  DES has approved the conceptual Plan D – but the Planning Board discouraged the agent from this design, speaking to Town Regulations and safety measures.

        The Conservation Commission needs to be pro-active regarding this proposal.  Write a letter to DES and other State agencies, ask for either a meeting in Concord or better, an on-site on location with all agencies that have granted or are in the process of granting any type of permit on the property.  Also need a letter to go to the Planning Board, that conditions on the older part of the subdivision must be met before they allow any progress on the newer subdivision.

        Meeting date set for August 18, 2009

New Business –

Marden subdivision, Lot line adjustment – Lull/West Lull Place
        Site walk scheduled – August 13th at 6PM
Wetlands and slopes are an issue – will need to request an explanation of how LCIP lands can be sold.

Lemay subdivision – Bedford Road – 1,000 foot cul-de-sac and 9 house lots
        Filed in the Town of Bedford and then filed here – need more time  - will ask DES for an extension, as this will be before the Planning Board on 08/25/2009. Need to do an on-site – wetlands are an issue and this abuts conservation land.

Trail Work – Saunders Pasture - Ken Plourde
        Motion made and seconded to provide a sum of money up to $1,000.00 for necessary trail work - PASSED

Boundary Markers – Lyndeborough Road
        Markers that we paid to have Todd Land Services placed are now gone and there is refuse on the conservation area.  Thomson and Wilson painted trees for boundary markers, but there is a need for some type of large, visible non- movable barrier boundary markers, perhaps some large boulders.  Also found evidence of campers on the property – Wilson to send letter to Board of Selectmen, regarding camping.  Signage will be placed at the area – motion made, seconded to have survey services and subsurface boundary markers placed on this conservation area. - PASSED

Middle Branch Footbridge – discussion continues – motion made and seconded to re-build the decrepit footbridge and the footpath, table the bridge over the beaver dam until a later date, seconded – AYES – 3; NAYS – 1; ABTAINS – 1 – PASSED
Dodge to coordinate with Forester Cyr; Bedard to speak regarding telephone pole materials.

Picnic Tables – Mill Pond
        Tables are built and ready to go – very heavy and very rough due to green lumber – but they will last.  The cement tie downs, chains and locks have been removed and one has gone missing.  Will have to replace and move the tables to the Mill Pond area. Have enough volunteers and need two open back pickups.
