Minutes of the New Boston Conservation Commission
October 2, 2008

Treasurer’s Report – N/A

Tom Carr to present an “After the Fact” Dredge and Fill for the Montgomery’s of 188 Tucker Mill Road – New Boston Tax Map/Lot 002-145

Total impact of 1,250 feet on the riverbank – per instructions via email between attorney and client, an on-site should not cause any issues.  Plan presented tonight represents existing conditions, with any restoration proposed having input from Eric Skoglund (DES).  The landscaper (Ryerson) is working with DES so that all plantings will be approved by the Wetlands Bureau (some changes have already been made), gazebo will not be disturbed, and the Dam Bureau has approved new deck.  Question was raised on the on the dam – if the Montgomery’s do decide to use hydro power as stated in correspondence, how will that effect this whole area, particularly the restoration?  Mr. Carr cannot answer the question.  Need to advise the Montgomery’s via their council of the Town Wetland Ordinance.  Contact DES, as a courtesy to schedule an onsite, set a date and email Tom Carr.

Conservation Areas – Updates

Middle Branch – Timber marking before harvest, several members interested in attending – Burkhamer to email Forester to set dates/Times

RailTrail – Areas of trespass look good, no new erosion – stone check dams on 4H grounds working very well, no run off!!

Mill Pond/Joe Nangle Trail – Need signs to announce the new name – have professionally done.  Picnic tables? Wait until next year? Get a time frame on freight time for the frames.  Letter from Selectmen to Mr. Morrissey distributed.

New Town footbridge update – having more issues – will be meeting again this month for more discussion/problem solving.

Trespass Ordinance – Conservation Commission can post rules of use for Conservation Areas.

Trussell – Clark Hill/Dennison Road(s) – 004-062 & 008-001
Received an email from Ms. Trussell requesting CC support her request of waiver for an environmental impact study required by the Planning Board.  Dodge/Burkhamer to reply that the Conservation Commission works with and supports the Planning Board in this endeavor.

LCIP Lyndeborough Road Conservation Area – received a letter from Bob Todd regarding finding and re-establishing the boundary markers for a cost of $380.00.  These bounds need to be professionally marked.  Motion made, seconded and PASSED to have Bob Todd Locate and mark the bounds.

Shaky Pond  - 015-015 – Dredge and Fill has been approved by DES

Quirk Subdivision – 8 lots - 007-010
All house lots are in the front, with wetlands in back - no impact

NH Scenic By-Ways
Ken Lombard attended first meeting, the Town Administrator and Tupper will attend the next meeting.  Will have a CC member attend in rotation.

LWCF Grant information – distributed.
SCANH Con Com Corp. information distributed, program is too expensive.
New Boston Community picnic – Tupper to take trail maps and pictures.
DES – Shoreline Protection – Article outlining new regulations distributed.
Watershed Conference Brochure – distributed.
PLC meeting and Gordon Russell Award – discussed and distributed.
Forestry Center, information on American Chestnuts – distributed.
