Minutes of the New Boston Conservation Commission
July 17, 2008

Conservation Deed – 015-015 – Shakey Pond – language changes and suggestions sent to Jed Callen, table as pending.

002-062 - Twin Bridge – received an exception to remove 20,000 c.y. of gravel as incidental to construction, they did not show for their requested rehearing on the commercial gravel operation.  Selectmen have denied the commercial operation due to zoning.

Railroad Trail – Tupper sent letter to Selectmen with the report from Forester Dan Cyr, outlining the trespass and what measures need to be taken to stop the erosion and potential for runoff.  Dodge and Burkhamer met with Board of Selectmen on July 14 and discussed the matter.  Willard Dodge was at the meeting and also spoke in favor of maximum restitution from either landowner or logger or both.  Selectmen will write to the landowner and logger and pursue the matter.  Carter (logger) contacted the Selectmen and will meet with them at a regular meeting scheduled for August 11, 2008 at 7:45 PM.  Conservation members will need to be there.

Boundary Signs – Wilson and Thomson not available – Thomson came to meeting late

Open Space Committee Report – Ken Lombard not available

Air Force Tracking Station – Debris Disposal – 2 demolitions have taken place, still looking.  Might want to offer part of property back to the Town – Place on September Agenda to write expressing our interest in New Boston Land.  

Invoices
        Scott Heath bill for Chancey survey of $3,200.00 – motion made and seconded to pay this invoice.

        Jed Callen bill for $130.00 – motion made and seconded to pay this invoice.

New rules for Shoreline Protection Act distributed.

Tax Map/lot 007-058-001 – One lot subdivision – no on-site review needed

Money donated from Central School 2nd Graders for collecting and recycling cans – voted to be used to purchase Trex© for the new picnic table at the Mill Pond Conservation Area

Land Use Change Tax – table prepared by Linda Sizemore to evaluate money paid to Conservation Commission in 2007 –2008 distributed.

Middle Branch Conservation Area – Forestry Management Plan presented by Mike Powers and Dan Cyr of Bay State Forestry.  Copies of plan distributed, place on August agenda for members to make comments, SPNHF gives approval, check with Selectmen in regards to waiving the Timber Tax.

Workshops and meeting information distributed


Tax Map 002-145 Tucker Mill Road - Montgomery - A complaint was called into the Town offices, normal procedure is to call DES for possible violations with the river.  When DES was contacted, they requested that a Town employee take some photos and email them.  After viewing the photos, DES sent a warning letter to the Montgomery’s’ (copy in file) DES also contacted the NH Dam Bureau, which did an on-site as well.  Tupper will write a letter of concern.
