Present – Dodge, Gilligan, Wilson, Blake, Tupper, Burkhamer

Minutes – None

Treasurer’s Report - $783,456.58 with $623,265.38 for Open Space land Purchase

Railroad Trail – Logging Violation – pictures have been taken by Burkhamer and Tupper, Burkhamer to send letter to landowner, and copy to State Foresters, Logger and Selectmen.  Bill was presented for gravel needed for the drainage project, motion made and seconded to pay the bill.

Mill Pond – Notify abutters of timber cut – timber is marked.

Saunders Pasture – trails are flagged for the Girl Scouts. Brown has tractor with a york rake to move slash off the trails – has already moved some and looks good.  Question on how to cross streams, maybe pole fords?  Girl Scouts will be there (weather permitting) on the 4th and 11th between 2PM and 4PM.  Will need two members to supervise.  Tupper/Dodge will work the 4th.

Middle Branch – Bay State Forestry walked property with Dodge and Tupper, recommend writing a forestry stewardship plan taking into consideration the easement.  Dan Cyr does not foresee any problems between the easement and forestry management.  Fee of $1,500.00 due when plan is completed, might be some additional boundary work at $60.00 per hour.  Motion made to have Dan Cyr write a Forest Management Plan and mark boundaries if needed for a sum not to exceed $2,000.00.  Motion was seconded and Passed.

NHACC annual meeting – Wilson and Tupper to attend.

Boundary Signs – ready, need to go to the State Prison Print Shop.

Gilligan to represent the CC at the New Boston Climate and Energy Conference November 3rd, he will bring pictures and maps of the trails.

Article for annual Town Report – Wilson to write

Forestry Workshop – Burkhamer to attend

SNH Services Workshop – Information distributed

PWA Walks in the Woods – Tupper to attend

Tracking Station – Groundwater Discharge Permit – information distributed.

Trail Booklet – Dodge will give to Sandi Van Scoyoc and the Mill Pond Footbridge Committee

Mill Pond Footbridge Committee – Sandi Van Scoyoc, Randy Parker, Jay Marden
Came to ask for support from the CC for the footbridge, will have another warrant article in march 2008 and will also be doing fund raising.  They hope to raise enough for maintenance and repairs also.  They have supplied answers for the list of questions and or concerns presented by the CC.  It will be a public walkway not a CC trail.  CC leaves the Lang Station footbridge open for snowshoe and cross-country.  Will need to discuss procedure to close bridge if needed.  Selectmen to address physical responsibility of maintenance.  The easement must be in perpetuity for both pedestrian and machine traffic (for maintenance).  Abutments will be placed on Mill Pond property,  they will need State permission and should check the designation of the river.  They would use a crane to excavate and move materials if needed.  The height of the abutments and bridge are a concern and the abutments must be 1.2 times the full bank width.  Contact NH Bureau of Trails for information and assistance/guidance on trail building, as trail will need to be extended.  Will need to have a new estimate done and public education to show the connected system.

Tucker Mill Bridge – D&F – Tupper did onsite – proposal okay

Lorden – Thomson and Lombard looked over easement document some small issues but overall looks okay – maybe go to Jed Callen

Marvell Memorial – check for Forestry Committee – Burkhamer to give to Forestry Committee
