  • Call to Order
Chairman Brawley called the meeting to order at 6:02 PM.  Board members present were noted.  

  • Approval of Minutes:
October 21, 2014:  The voting members were noted.  Mr. Kiley moved, with Mr. Ashmore seconding, to approve the Minutes as presented.  Motion approved 4-0.

October 22, 2014:  The voting members were noted.  Mr. Hanley moved, with Mr. Kiley seconding, to approve the Minutes as presented.  Motion approved 5-0.

        Ms. Randolph then left the meeting.

PURPOSE:  Section 6B.8(2) Fences and Walls – Height exceeding CEO’s

SITE INSPECTION:  4:00 PM
Ms. Andrews confirmed adequate public notice.  Notice to abutters was confirmed.  No conflict of interest was found.  The voting members were noted.  

Mr. Kiley moved, with Mr. Ashmore seconding, to find the applications complete.  Motion approved 5-0.  

Mr. Hanley reported on the site visit.  He attended the site visit with Chairman Brawley and Ms. Andrews.  The first section of fence was at the northerly section of 14 Sargeant Dr.  It runs two-thirds of the way down the property line toward the shore.  It will be five to six feet off the property line.  On the corner of Sargeant Dr. and the driveway the fence is set off ten to twelve feet from Sargeant Drive.  Mr. Bracale explained the configuration of the fence.  It will be steps, rather than a continuous row.  String was set to indicate where the fence would be in relation to the right of way.  At the southerly corner of the property they walked the south line to the shore.  Greg Johnston explained this fence would be approximately six inches from the property line.  They had a fence section on site for display.  There were several trees on the proposed fence’s line, however they would not be removed and the fence would be spaced around them.  

Ms. Andrews asked whether the neighbors approved the fences.  Greg Johnston of G.F. Johnston and Associates noted the neighbors were aware of the proposed changes and had voiced no disapproval.  Dennis Bracale noted he had talked with the neighbor on one side, and the caretaker on the other and both were fine with the plans.  

Mr. Hanley moved, with Mr. Kiley seconding, to use the short form.  Motion approved 5-0.

Ms. Andrews moved, with Mr. Hanley seconding, to hear both applications – 026-2014 and 027-2014 – together.  Motion approved 5-0.

A MOTION TO APPROVE WAS MADE BY MR. HANLEY; SECONDED BY MR. ASHMORE.

The Standards of Section 6 and Section 5.9 of the LUZO, as amended May 6, 2014 were reviewed.  See attached checklists for CUA # 026-2014 and 027-2014.

A VOTE WAS CALLED AND THE MOTION TO APPROVE WITHOUT ANY CONDITIONS CARRIED UNANIMOUSLY 5-0.

Mr. Hanley moved, with Mr. Ashmore seconding, to adjourn.  Motion approved 5-0 Meeting adjourned at 6:43 PM.
