A.      Call to Order at 6:30 p.m.

THE MEETING WAS CALLED TO ORDER BY CHAIRMAN HAYNES AT 5:30 PM
MEMBERS PRESENT WERE: HARBORMASTER MURPHY, HAYNES, LIEBOW, BLACK, FOSTER, JONES, LITCHFIELD. JOHNSON. BROWN, BRIGHT…GUESTS:  ANDREW KEBLINSKY


B.       Minutes
       
       1.    Approve the minutes of the regular Marine Management Committee Meeting from April 11th, 2006

MOVED BY  BRIGHT AND SECOND BY FOSTER (10-0)

QUESTION ON MARCH 15, 2005 MEETING AS TO WHETHER MINUTES WERE VALID DUE TO NO QUORUM THAT NIGHT…CHAIRMAN HAYNES SUGGESTED THESE BE RESCINDED…MOVED BY BRIGHT TO RESCIND THE MINUTES FROM THE MARCH 15, 2005  MEETING…SECOND BY FOSTER…(10-0)

C.       New Business
       
1.      Review appeal from Andrew Keblinsky regarding Commercial Dock proposal/denial, and make a decision/recommendation to the Board of Selectmen.

MR. KEBLINSKY WAS PRESENT TO DISCUSS HIS REQUEST AS DETAILED IN HIS LETTER OF MAY 8TH TO CHAIRMAN HAYNES.  ANDREW REQUESTS TO WITHDRAW HIS APPEAL OF A PREVIOUS DECISION OF THE MARINE MANAGEMENT COMMITTEE REGARDING HIS OPERATION OF A VESSEL FROM THE COMMERCIAL DOCK…MR. MURPHY WISHES TO CLARIFY THAT HE HAS ONLY ASKED MR. KEBLKINSKY TO FOLLOW THE RULES AND GO THROUGH THE LOTTERY PROCESS FOR APPROVAL TO RUN A VESSEL FROM THE COMMERCIAL DOCKS AND THAT AT NO TIME HAS THERE BEEN A WAITING LIST IN PLACE.  
D.      General Issue

       1.      Open
A REQUEST FROM PHILLIP LAFRANCE OF BROOKLIN MARINE WAS PUT FORTH TO ALLOW HIM TO BE A MOORING INSPECTOR IN THE TOWN OF MT. DESERT.  HARBORMASTER MURPHY RECCOMENDS THAT HIS REQUEST BE GRANTED.  MOVED BY BRIGHT TO ACCEPT MR. LAFRANCE AS A MOORING INSPECTOR SECOND BY FOSTER (10-0)
A REQUEST WAS MADE AS TO THE STATUS OF THE LOTTERY SYSTEM FOR COMMERCIAL DOCK VACANCIES.  HARBORMASTER MURPHY IS CONCERNED ABOUT THE TIME CRUNCH INVOLVED IN GETTING THIS COMPLETED THIS SPRING…HE RECOMMENDS THAT THE LOTTERY BE PUT OFF UNTIL THE FALL AS SET FORTH IN THE NEW REGULATIONS.  CONSIDERABLE DISCUSSION FOLLOWED CONCERNING HOW THE LOTTERY WOULD BE STRUCTURED AND CONDUCTED.  


E.           Old Business

        1.     Meeting with the Army Corps of Engineers is scheduled for the June 13th, 2006.
HARBORMASTER MURPHY INFORMED THE COMMITTEE THAT THE ARMY CORPS WILL BE PRESENT AT THE JUNE 13TH 2006 MEETING.

NO ISSUES WERE BROUGHT UP AT THIS TIME
