MOUNT DESERT ISLAND REGIONAL HIGH SCHOOL
ANNUAL MEETING
11 FEBRUARY 2009

The meeting was called to order by School Committee Chair Gail Marshall at 7:30 p.m. Town Clerks confirmed that a quorum of Mount Desert Island residents was present.  

ARTICLE I
MOVED by Michael MacDonald and seconded by Chris Dougherty to nominate William Ferm as Moderator.  

MOVED by Rick Savage and seconded by Rob Jordan that nominations cease.

William Ferm was unanimously elected Moderator by written ballot and sworn in by Patricia Gray, Bar Harbor Town Clerk.

MOVED by Rob Jordan and seconded by Rick Savage that the proceedings be governed by the procedures outlined in the Maine Moderator’s Manual.  MOTION CARRIED.

MOVED by Chris Dougherty and seconded by Paul Murphy to allow non-voters to speak during the meeting.  MOTION CARRIED.

ARTICLE II
MOVED by Steve Hudson and seconded by Chris Dougherty that the Mount Desert Island Regional School District be authorized to expend $3,234,704 for regular instruction for the fiscal year beginning July 1, 2009 and ending June 30, 2010. MOTION CARRIED.  (36-0)

ARTICLE III
MOVED by Paul Murphy and seconded by Marilyn Moore that the Mount Desert Island Regional School District be authorized to expend $863,546 for Special Education for the fiscal year beginning July 1, 2009 and ending June 30, 2010.  MOTION CARRIED (36-0)

ARTICLE IV
MOVED by Claire Sasner and seconded by Paul Murphy that the Mount Desert Island Regional School District be authorized to expend $38,000 for Career and Technical Education for the fiscal year beginning July 1, 2009 and ending June 30, 20010.   MOTION CARRIED (36-0)

ARTICLE V
MOVED by Brian Hubbell and seconded by Amy Young that the Mount Desert Island Regional School District be authorized to expend $493,049 for Other Instruction for the fiscal year beginning July 1, 2009 and ending June 30, 2010.  MOTION CARRIED. (37 - 0)

ARTICLE VI
MOVED by Ingrid Kachmar and seconded by Gail Marshall that the Mount Desert Island Regional School District be authorized to expend $1,012,329 for Student and Staff Support for the fiscal year beginning July 1, 2009 and ending June 30, 2010. MOTION CARRIED (37-0)

ARTICLE VII
MOVED by Amy Young and seconded by Gail Marshall that the Mount Desert Island Regional School District be authorized to expend $336,980 for System Administration for the fiscal year beginning July 1, 2009 and ending June 30, 2010.   MOTION CARRIED (37–0)

ARTICLE VIII
MOVED by Paul Murphy and seconded by Claire Sasner that the Mount Desert Island Regional School District be authorized toexpend$510,763 for School Administration for the fiscal year beginning July 1, 2009 and ending June 30, 2010.   MOTION CARRIED (37–0).

ARTICLE IX
MOVED by Heather Jones and seconded by Amy Young that the Mount Desert Island Regional School District be authorized to expend $160,246 for Transportation & Buses for the fiscal year beginning July 1, 2009 and ending June 30, 2010.  MOTION CARRIED (39-0)

ARTICLE X
MOVED by Amy Young and seconded by Gail Marshall that the Mount Desert Island Regional School District be authorized to expend $1,246,198 for Facilities Maintenance for the fiscal year beginning July 1, 2009 and ending June 30, 2010.  MOTION CARRIED (39-0)

ARTICLE XI
MOVED by Ingrid Kachmar and seconded by Gail Marshall that the Mount Desert Island Regional School District be authorized to expend $636,371 for Debt Service and Other Commitments for the fiscal year beginning July 1, 2009 and ending June 30, 2010.  MOTION CARRIED (39-0)

ARTICLE XII
MOVED by Brian Hubbell and seconded by Paul Murphy that the Mount Desert Island Regional School District be authorized to expend $60,000 for All Other Expenditures for the fiscal year beginning July 1, 2009 and ending June 30, 2010.  MOTION CARRIED (39-0)

ARTICLE XIII
MOVED by Paul Murphy and seconded by Claire Sasner that the Mount Desert Island Regional School District appropriate $4,070,184 for the total cost of funding public education from Grade 9 to Grade 12 as described in the Essential Programs and Services Funding Act and raise and assess $3,770,184 as the municipalities’ contribution to the total cost of funding public education from Grade 9 to Grade 12 as described in the Essential Programs and Services Funding Act in accordance with the Maine Revised Statutes, Title 20-A, section 15688 for the period July 1, 2009 to June 30, 2010.  MOTION CARRIED (39-0)

ARTICLE XIV
MOVED by Brian Hubbell and seconded by Paul Murphy that the Mount Desert Island Regional School District raise $895,831 for the annual payments on debt service previously approved by the District for non-state-funded school construction projects, non-state-funded portions of school construction projects and minor capital projects in addition to funds appropriated as the local share of Mount Desert Island Regional School District’s contribution to the total cost of funding public education from Grade 9 to Grade 12.  MOTION CARRIED (39-0)

ARTICLE XV
MOVED by Marilyn Moore and seconded by Gail Marshall that the Mount Desert Island Regional School District raise and appropriate $1,917,264 in additional local funds for school purposes for the period of July 1, 2009 to June 30, 2010, which exceeds the State’s Essential Programs and Services allocation model by $1,818,478 as required to fund the operating and capital budgets recommended by the school committee and board of trustees.  MOTION CARRIED BY WRITTEN BALLOT (38-1)


ARTICLE XVI
MOVED by Gail Marshall and seconded by Amy Young that the Mount Desert Island Regional School District authorize the School Committee to expend $8,592,186 for the fiscal year beginning July 1, 2009 and ending June 30, 2010 from the Mount Desert Island Regional School District’s contribution to the total cost of funding public education from Grade 9 to Grade 12 as described in the Essential Programs and Services Funding Act, non-state-funded school construction projects, additional local funds for school purposes under the Maine Revised Statutes, Title 20-A, section 15690, unexpended balances, tuition receipts, state subsidy, and other receipts for the support of schools.  MOTION CARRIED (36-0)

ARTICLE XVII
MOVED by Gail Marshall and seconded by Beth Blugerman that the Mount Desert Island Regional School District appropriate $84,532 for adult education and raise $28,924 as the local share for the period of July 1, 2009 to June 30, 2010, with authorization to expend any additional, incidental, or miscellaneous receipts in the interest and for the well-being of the adult education program.  MOTION CARRIED (36-0)
