ZBA Administrative Meeting Minutes

The Board discussed whether or not to allow the application screener to conditionally waive requiring a survey for all applications.  Discussion ensued.  A few members were uncomfortable with a situation where the Assessor maps would be allowed as a site plan as there is a 3% margin of error in the lot lines, location of the buildings and measurements (which in some cases could be 3 feet or more).  It was agreed that an application submitted that doesn’t involve setbacks shouldn’t require a survey and this would be a subjective decision by the board member that reviews the applications prior to accepting it.

The Board was in agreement that there should be a way to seek a waiver allowing the applicant to not have to submit a certified surveyed plan if the board member reviewing the application deems it not necessary however there will be a caveat that this waiver is not binding and the board as a whole may require a certified surveyed plan at the time of the hearing which will delay the process.  Jonathan will work on wording to add to the application.

The Board discussed the letter from the Planning Board that states they are requiring the ZBA to send any proposed changes to the town’s bylaws directly to the Select Board to the Planning Board rather than from the ZBA to the Planning Board to the Select Board.  The Chairman will devise appropriate wording for the changes in the bylaws and circulate through the rest of the board for their approval.  The final version will be sent to the Select Board with a request to meet with them to discuss the revisions.

A motion was made to adjourn the meeting at 3pm.
