ZBA Hearing Minutes

Hearing began at: 3:36pm
Members Present: Fred Chapman, Chair, Cynthia Weber, Clerk, Jonathan Levin, Alternate, Stanley Ross and Robert Lazzarini
Also present: Michael Dolan, Attorney for AT&T, Richard Comi, Wayne Burkhart, Francis Malabanon, Maggie Leonard and Jesse Moreno for AT&T
Fred reminded everyone that this hearing is in the deliberation phase. Michael Dolan did note that the Conservation Commission has approved this plan. Revised plans were provided as well as comments from the Director of Operations. The gates referenced in the plans would be locked and AT&T would have a lock and the town would have a lock (one is at the turnaround and one at the bottom of the road).
Monopine design: Jon stated that after considering all the locations and elevations that this tower will be viewed, he concludes that it should be the monopine design. Our terrain is rolling and mountainous and a monopine is more likely to blend into the environment. Cynthia did not feel it would blend in at all and was in favor of the monopole. It was agreed to allow a monopole design with the bottom 40 feet being painted brown and the top being grey. Stanley stated he had a letter from the Langs requesting that the Board entertain the monopole vs monopine. Tim Lovett also expressed those concerns to Fred. The abutter present was also more in favor of the monopole. 4 members were in agreement that a monopole design would be less intrusive than the
monopine.
Everyone was in agreement with allowing the compound to be 50 x 50.
The Board continued the hearing to November 22nd at 2:30pm to determine the findings and conditions.
At this point a vote was taken to approve the special permit as submitted unanimously.
