ZBA Administrative Meeting Minutes

Members Present:  Robert Lazzarini, Chair, Dean Amidon, Clerk, Robert Gauthier, Anne Marie Enoch, Alternate and Stanley Ross, Alternate

Robert Lazzarini noted that for the last 10 years the ZBA has been grousing about the need for the zoning bylaws to be clarified and updated.  On several occasions this has been requested of the Planning Board and Select Board with no response.

Our bylaws no longer reflect the original intent when they were approved.  Currently the Planning Board, Building Commission and ZBA all want clarifications made to the zoning bylaws.

Mark Bobrowski who just helped Gt. Barrington revise their bylaws stated he could diagnostically critique our zoning bylaws for $2,000 and for an additional $8,000 could rewrite our bylaws and attend the necessary hearings and meetings that go along with revising the bylaws.

Bob has met with the Select Board who also supports the revision/clarification and they have agreed to find the $2,000 to begin the diagnostic critique.  Bob then recommends that a article be placed on the warrant for the 2011 town meeting, which Mark will attend, asking for the additional $8,000.  Once that’s approved the suggested corrections and hearings for those suggestions would be held for approval at the 2012 annual town meeting.

Stanley agreed that this would be a step forward for the town and bringing our town into the 21st century.  Bob stated that we really need to remove the ambiguity in our bylaws and clarify what we currently have.  Everyone agreed that this would be clarifying our bylaws and not re-writing them.

Everyone agreed unanimously to move forward with the diagnostic critique of our zoning bylaws.  Dean requested to see copies of other small towns that Mark has revised.
