Board of Appeals Public Hearing Minutes

The Chair opened the hearing at 4:00 and explained the rules of the hearing
Robert Lazzarini read the Notice of Public Hearing.
He also read correspondence from the Conservation Commission stating there were no implications for the Wetlands Protection Act or the Scenic Mountain Act.
Correspondence from the Planning Board stating the board had reviewed the application and determined the project required a Special Permit and that they were in favor of the Board of Appeals granting the Special Permit.
The Board of Health requested information on the disposal of waste from stains and photography and the number of employees.
There was no correspondence from abutters.
Presentation
The applicants presented a map of the property and location of the structure. The parcel is 12 acres with a .75 building envelope. There are constraints on where buildings may be placed on the parcel. There is a 200’ wetlands setback.
The first phase will be the building Steve’s space this fall and Wendy’s space in the spring. They may add some unheated sheds.
Wendy Jensen- Makes baskets and will grow the willow on site and sells at craft shows and she uses only water base stain.
Steve Moore- woodworking business. Variety of things, woodworking, carving, photography. The structure will do various things essentially a workshop space. Not desiring to make it a commercial space. Pretty gentle use of the space. There will be no employees.
Kathleen Wasiuk clarified that it is actually one building in two phases and not two separate buildings.
The Building Inspector had wanted two building permit applications. They are required to begin construction in two years.
There will be no increase in traffic and no retail space.
Cynthia Weber asked about display space. There will be none.
There is a perpetual conservation restriction on the property. They cannot change the building envelope and they cannot create another.
Stephen Moore explained how the spaces would be used, there will be no bedrooms, no kitchen facilities, one small bathroom. Only the first floor would be heated, there will be no basements, and it is supplied by town water. They will try to make it look like an agricultural building.
Dean Amidon stated he was glad to see this type of business in town. “It’s that kind of town.”
Discussion on parking
The applicants didn’t think there would be a need for it. Members of the Board felt it should be planned for. It will be one of the conditions to provide for vehicular access.
The membership then voted unanimously to grant the permit
