Minutes of the meeting of 9/20/17

Meeting Opened at: 9am
Select Board Members Present: Steve Weisz, Chairperson, Carol Edelman and Kenneth Basler

Miscellaneous Items Reviewed:
  • At the request of the Conservation Commission the Board appointed Marion Simon to a 3 year term.
  • Steve noted that the Cultural Council is short one member to make a quorum; anyone interested please contact the Cultural Council directly.
  • The Board reviewed the 2 bids that were received for the diver assisted suction harvesting of Lake Garfield.  The Board agreed to hold another meeting on Friday at 1pm to get the opinion of the Lake Garfield Working Group on which bid best suits the town’s needs.
  • Carol provided an update on yesterday’s department meeting:
a.  M. Noe and S. Tryon are at a MapIT training today in Lenox.
b.  Speedbumps have been installed at the transfer station.
c.  Monterey School: Carol has requested a rough estimate from S. Tryon to get the building up to speed to house a program. These numbers will then be presented to the residents of Monterey to determine if they are willing to move forward with repairs for an educational use or if they want to begin the process to officially close the building/program.
d.  The Chief is away for the rest of the week for police training.
e.  The Finance Committee is requesting an agenda for next week’s joint meeting and would like an update from Baystate Municipal Accounting Group (they will be giving that next Wednesday at 4pm).
f.  Curtis Rd Bridge update – Kenn will provide a more detailed summary of this later in the meeting.
g.  The highway crew will be attending the flagger/first aid certification training in October.
  • The Board met with Alice Boyd of Bailey Boyd and Associates and Pat Mullins of Berkshire Regional Planning Commission to discuss a joint proposal for grant administration and the sub-grantee for housing rehabilitation.  Discussion ensued about the select board’s role, the vetting process and choosing contractors.  An article will be placed in the October Monterey News about the program.
  • The Board discussed Baystate Municipal Accounting Group’s Community Compact proposal for a shared Finance Director position which will be discussed further next week.
  • Warrants were signed.  
  • The Board approved the draft October Select Board Corner.
  • Kenn gave a summary of his meeting re: TIPS program and possible funding for the Curtis Rd Bridge.  The requirements for this program are federal and any monies granted take 2-3 years to receive.  Ultimately this will not be the proper venue for seeking funds, the MAWorks grant that we have applied for is.
  • The Board discussed looking at the 5 year timeline/plan for town hall and several staff positions.
  • Two sets of minutes from 9/13/17 were approved.
  • Administrative Assistant’s weekly report was reviewed.
  • Police Chief’s weekly report was reviewed.
A motion was made and unanimously approved to adjourn the meeting at: 10:30am
