Minutes of the meeting of 9/6/17

Miscellaneous Items Reviewed:
- The Board reviewed the weekly report from Baystate Municipal Accounting. Two issues the Board needs to follow up on:
a. Berkshire Regional Planning Assessment – there is no booked item for this (it’s raised on page 2 of the recap). The Board will ask Don Clawson to follow up with Baystate.
b. There is a concern that 31.2% of the Assistant Town Clerk salary is already expended and we are only 15% through the year. The Board will follow up with Terry to make sure Meagan is only working on an as needed basis as was originally agreed upon.
- The Board signed the contract for the GASB#45 actuarial services for our post-employment benefits.
- The Board discussed the Grant Administration proposals received. Berkshire Regional Planning Commission and Boyd Associates will be meeting tomorrow to discuss a joint proposal to be presented to the Board.
- The Board met with grant writer Dennis Lynch to discuss the Municipal Vulnerability Preparedness Grant we have been awarded ($10k this year and $5k next year). The contract has certain requirements which Dennis reviewed including 80 volunteer hours from the town. Dennis also spoke about another grant (Pre Disaster Mitigation Grant) that is available that may be able to be combined with this one.
- Cliff Weiss came in to inquire about the meeting Steve had with the state on August 22nd with regards to broadband. Discussion ensued about Steve’s involvement in the process.
- The Board discussed a potential solution for shoveling and misc help in the winter; hiring a temporary seasonal employee for 8 hours a week to be paid from the temporary employee account and the winter OT when during a snowstorm. This person would shovel town hall, the community center and transfer station and may involve the purchase of a snow blower. The Board agreed to hire a temporary/seasonal employee.
- The transfer station attendants feel there is a speeding issue entering the transfer station; they requested the speed sign be loaned to them; however it was suggested at the department meeting yesterday to install speedbump(s).
- Minutes from 8/30 & 9/5/17 were approved.
- Administrative Assistant’s weekly report was reviewed.
- The Police Chief’s weekly report was reviewed.
