Minutes of the meeting of 11/9/16
Meeting Opened at: 3pm
Select Board Members Present: Kenn Basler, Chairperson, Steve Weisz and Carol Edelman
Also in attendance: Willie Morales, Don Clawson
Miscellaneous Items Reviewed:
1. Warrants were signed.
2. Kenn reported on his meeting with the state for the New Marlboro Rd bridge.
3. The DOR has contacted our new Town Administrator regarding a deficit of $300,000. Steve questioned why he was contacted, when he hasn’t yet been officially hired. Don reported that since we voted an override this should help eliminate the deficit which is an accumulation of all the things we have been talking about the last few weeks. Willie will work with Paul to get more detail on the deficit which is going to come out of our override figure.
4. The auditors will be starting next week.
5. Steve reported on his sit down with Alice Boyd, Select Board member in Sandisfield. He reported that Willie does not currently have a contract in Sandisfield, he is “at will” and this is what counsel has recommended. Sandisfield is not offering him benefits, is paying him $32,000 and is considering raising his salary in lieu of benifits. Steve also said that Sandisfield does not have a problem with Willie working on Wednesdays or Fridays in Monterey.
6. The Board offered the part time position of Town Administrator to Willie Morales which he accepted to start on Monday, November 14th. They requested he begin working on:
a. The deficit issue above.
b. To investigate the many issues over the last 2 years and high turnover within the police department rather than hiring an outside consultant as the Board discussed last week.
c. Fiscal policies manual.
d. Broadband services.
e. Chief Procurement Officer.
7. Carol mentioned that her daughter has been offered a position with Fiber Connect and she has spoken with town counsel about the conflict. She will just need to recuse herself from any conversations regarding Fiber Connect and the town.
8. A purchase order will be sent to the company building our new swap shack.
9. Carol reported that Tom Ryan has volunteered to serve on the Superintendent Search Committee. The Board unanimously appointed Tom Ryan.
A motion was made and unanimously approved to adjourn the meeting at: 4:45pm
