Minutes of the meeting of 8/8/15

Annual 2nd Homeowner’s Meeting Items Reviewed:
1.  River floods, drawdown issues: There were concerns about the lake flooding during hurricanes.  The Board explained the drawdown process and the monitoring of the weather in conjunction with the drawdown to minimize flooding.  Residents on Lake Buel are upset about the lack of assistance with a dam and drawdown.  The Board agreed to send a letter to Senator Downing and Representative Pignatelli following up on earlier requests for help.
2.  Cell service and broadband: Many shared concerns over the lack of service in Monterey.  Steve notified everyone that he has a scheduled site visit/meeting with a tower company next week and hopes to have a 2nd tower constructed by next year this time on Chestnut Hill.  Steve also provided an update on WiredWest and an overview of the bond, MBI, timeline, etc and stated that it is most likely that full high speed internet coverage for the Town is approximately 2-3 years away.
3.  Some present still have issues with Verizon.
4.  Residents of Sylvan Rd and Point Rd requested assistance from the town with moving several Verizon and National Grid poles back for better emergency vehicle accessibility.
5.  There were questions about when the paving of RT23 would start; They are finishing up the culvert work and the paving will hopefully begin in the fall or spring.
6.  There were concerns about missing canoes at Lake Garfield and if the Parks Dept removed them
7.  Lake Garfield residents complained about the current Harbormaster’s lack of involvement on the lake and requested that an Assistant Harbormaster be appointed to regularly monitor the lake.  It was noted that boats and floats appear to be getting further out into the lake and it was questioned what the setbacks were and permit requirements.  It was also suggested that the town should have a boat of its own for monitoring Lake Garfield.
8.  It was questioned whether the town could receive some sort of assistance with boat washing or a boat monitor like at Lake Buel.
9.  Discussion ensued about creating a comprehensive plan for Lake Buel and Lake Garfield; establishing the costs for maintenance.  It was suggested that Lake Buel and Lake Garfield residents form a joint committee to address lake issues and find solutions.
10.  The Board, Town Officers and the Dept of Public Works were thanked.  Updates on the New Marlboro Rd bridge were discussed.
11.  The Board discussed the need for an proposition 2 ½ override at the next annual town meeting.
12.  The position of a grant writer was discussed and most present felt it would be a good idea.
13.  It was asked if the transfer station could be open on Labor Day (Monday).
14.  There were inquiries about a firing range on Hupi Rd and whether it needed to be certified and if there were time frames its use would be limited to.
15.  Saturday town hall hours: some present were thankful for this but others did not see the need.
16.  It was requested if a hidden drive sign could be placed on the west side of Tyringham Rd between Buckingham Lane and the beach.
17.  There were questions about the clearing of land on Mt Hunger Rd.

A motion was made and unanimously approved to adjourn the meeting at: 12:00pm
