Minutes of the meeting of 8/16/14

Select Board Members Present: Wayne Burkhart, Chairperson, Scott Jenssen and Kenn Basler

The Board held their annual 2nd homeowner’s meeting and addressed the following:
Q: How is the fire dept paid? And how do they respond to calls?
A: The fire dept is an on-call dept paid $25/hour with a minimum of 2 hours. Officers are paid additional yearly stipends.
Q: Where is the fire dept and police dept logs in the Monterey News?
A: The Board will look into having the police dept and fire dept provide monthly logs to the Monterey News.
Q: Who is the Harbormaster?
A: Chief Backhaus
Q: How does the Chief get on the lake without a boat and cane we have an assistant harbormaster named?
A: The chief has access to boats when needed and has the full ability to patrol.
Q: Does the town have a noise ordinance? (Complaints were received about a shooting range on Hupi Rd as well as excessive noise coming from Camp Hume)
A: No. Currently the police treat these calls as a disturbance of the peace before 6am and after 10pm. The Board will further discuss the need for a noise ordinance/bylaw.
Q: Who owns and plows Old Beartown Rd?
A: This is a private road that is privately plowed.
Q: What is the ratio of 2nd homeowner’s to full time residents?
A: About 70/30
Q: How do you become a full time resident?
A: Change your residency and voter registration.
Q: Is there any reason why a 2nd homeowner cannot vote in town elections?
A: Yes you have to be registered to vote in Monterey. It is at the discretion of the Town Moderator to allow non-registered voters to speak at town meeting.
Q: Is the personal property tax only for 2nd homeowner’s?
A: Yes. 2nd homeowner’s and businesses.
Q: Can a 2nd homeowner petition the town to have something put on the town meeting warrant?
A: Yes but you will have to have the necessary amount of registered voters sign the petition.
Q: What is up with the limited cell coverage?
A: Camp Hume is beginning to solicit interested parties to install a 2nd tower on their property.
Q: Can the town insist on the General Store providing a public phone at the store?
A: The Board will look into the possibility of having an emergency phone similar to what is outside of the town hall placed at the store.
