Minutes of the meeting of 10/15/12
Meeting Opened at: 9am
Select Board Members Present: Muriel Lazzarini and Wayne Burkhart
Also in attendance for parts of the meeting: Susan Gallant for the Monterey News and Emily Kramer for the Berkshire Record
The board met with Police Chief, Gareth Backhaus to review reports back from Sept 25th:
1. Assisted GBPD with MVA on RT 23.
2. Car – deer accident on Blue Hill Rd
3. Continued suspicious activity on Blue Hill Rd (multiple calls):
a. The department has contacted the Brien Center (multiple times) and Elder Services on this continued issue; neither service has been able to assist.
4. Lost dog found and returned on Blue Hill Rd
5. Assisted with a medical call on Wellman Rd
6. False alarms on Sylvan and Main Rd
7. MVA on Eaton Rd.
8. Disabled garbage truck on Tyringham Rd.
9. New Marlboro Rd and Beartown Mtn Rd complaining of gunshots/fireworks. Officer responding stated there were fireworks in CT that night.
10. 2 loose dogs on Lakeside Ave – returned to owner
11. Report of a missing backhoe on Point Rd – under investigation
Miscellaneous Select Board Items Reviewed:
1. The minutes from 10.1.12 were approved as written.
2. Jonathan Sylbert submitted his name as an interested party to represent Monterey on the SBRSD Superintendent Screening Committee. It was noted that Scott (who was unable to be here today) stated via an email to M. Noe that he was in favor of Jon serving on this committee. Wayne and Muriel were also in favor and instructed M. Noe to let the school and Jon know.
3. The Board reviewed an updated capital expenditures spreadsheet which includes town hall projects and capital expenses for the Highway, Police and Fire Departments through 2025. Potential future projects not listed were discussed and added to the list. There were questions on the regulations regarding the transfer station expenditure; Muriel is going to call Jamie Cahillane of CET for more information. This will be continuously updated and referenced during the FY14 budget process.
4. Muriel attended a meeting at the Lenox Town Hall on taxation and summarized the presentation given by Kaufmann. The data presented was interesting (handouts were not given) but the method of attacking the issues was still an unknown. One suggestion made was for the Selectmen of multiple towns to suggest a reform to not include calculations for employee health care, retiree and electricity cost in proposition 2 ½ levy limits.
5. Muriel reported that at the last ECAC meeting it was noted that several job descriptions are still not on file with the Select Board and Muriel feels that the next letter requesting them should come from the Select Board. The job descriptions are for any paid position in town (elected or appointed). Wayne did not have any objections.
6. Wayne reported that he has heard that the Tree Warden is actively working with the Director of Operations and is proactively working on removing dead trees around town.
7. Mail was reviewed which included:
a. A suggested letter from Monica regarding the WiredWest support cards to be sent out to all that haven’t responded from the Select Board. M. Noe will send the final version to Monica Webb to be mailed.
b. Monthly copy of The Beacon
8. Warrants were signed.
9. The Board asked M. Noe for an update on the cell towers:
a. M. Noe has been told by representatives involved with the project that the Main Rd tower, AT&T hopes to have constructed before the snow flies.
b. The Chestnut Hill tower building permit expired and AT&T’s representative stated that the funds are not being considered for release to begin construction until late 2013 at the earliest.
10. Inter-Departmental Secretary’s weekly report reviewed. Change in time off was approved.
